Proposed City Costs
Acceptance of the federal funds for this project requires a 20% construction cost match. In
addition to the construction cost, there is right- of- way acquisition, ongoing maintenance, and
engineeringl administrationcosts.
♦ Construction cost:
o Alternate 1: Bituminous Trail Proposal- The city's matching construction cost is
estimated to be $450,000. This cost is significantlyless than the estimated existing
infrastructure replacement costslneeds discussed in the previous section.
o Alternate 2: Bituminous Trail Lexington to Walnut- As discussed in the earlier
section the easterly segment of County Road B-2 (Dale Street to Rice Street) has a
rural cross section with drainage being conveyed by a series of ditches and culverts
along the shoulder of the road. We had estimated that the cost to address the drainage
issues between Rice and Lexington to about $200,000. This alternate eliminates
pathway construction between Lexington and Rice Street. Therefore the city's
infrastructure replacement needs in this area with regards to drainage are not met.
The matching construction cost is estimated to be $333,000.
o Alternate 3: Concretel Bituminous Trail Proposal- The city's matching construction
cost is estimated to be $1,015,000. This cost exceeds the infrastructurereplacement
needs discussed above.
♦ Ongoing maintenance cost: The City has approximately 60 miles of existing off road
pathways and sidewalk. Our yearly cost for these facilities is approximately $4000/mile
for maintenance, uplceep, and replacement.
Alternate Number
Alt 1: Bituminous Trail
Alt 2: Bituminous Trail Lexington to Walnut
Alt 3: Concretel Bituminous Trail
New Trail Miles Annual Cost
3.25 $13,000
1.25 $5000
5.25 I $21,000
♦ Riht- Of- Wav AcQUisition: These costs are not eligible for federal funding and would
be a cost we would need to address. After reviewing the data collected on the corridor
we feel that our right- of- way acquisition costs for both Alternate 1& Alternate 2 would
be minimal and would be restricted mainly to temporary construction easements.
For Alternate 3 we have some critical areas on the south side of County Road B-2 in the
Residential District where we have less than 10 feet of right- of- way. In order to
construct a 6 foot sidewallc with a 5 foot boulevard on the south side of the street we
would need to acquire sidewallc easements. As a result we estimate that the right- of-
way costs would double for this alternate.
County Road B-2 Trail
FeasibilityReport
May 24,2004
,
