REQUEST FOR CITY COUNCIL ACTION <br />Department Approval: ���i-.ti• �;Lii�,i���� :1�,Eti!-r�x'4� <br />TP ���� � �� <br />DATE: OS/24/04 <br />ITEM NO: g. <br />Agenda Section: <br />Reports <br />Item Description: A request by �.����r �7:71��.��t• Village Properties LLC for a <br />COMPREHENSIVE PLAN LAND USE MAP AMENDMENT, <br />PRELIMINARYPLAT, and GENERAL CONCEPT for a <br />PLANNED UNIT DEVELOPMENT (rezoning), to redevelop the 5.48 <br />acre Leben's Greenhouse and home at 1021 & 1017 Larpenteur Avenue <br />(PF3548). <br />1.0 BACKGROUND: <br />1.1 Greenhouse Village Properties LLC (developer) seeks approval of a Comprehensive Plan <br />Land Use Map Amendment changing the designation from Business to High Density <br />Residential; a Preliminary Plat that takes 2 platted lots and creates one large lot and 7 <br />town home lots with common area; and a General Concept for a Planned Unit <br />Development with a 105 unit senior cooperative and 7 town home units (2 structures — 3 <br />and 4 units attached); and a Rezoning of the property from B-2, Retail Business District <br />and R-1, Single Family Residence District to Planned Unit Development with an <br />underlying zoning of R-3, General Residence District and R-6, Townhome District <br />2.0 <br />2.1 <br />3.0 <br />PROJECT REVIEW HISTORY: <br />� Sketch Plan Review of project on 02/04/04. <br />• Applications submitted on 03/09/04 & Determined Complete on 04/12/04. <br />• 60-day review deadline on 06/11/04 <br />• Staff Review: Approval with conditions OS/OS/04. <br />• Planning Commission Action —(5-0) approval w/conditions on OS/OS/04 <br />• City Council Action on "Concept" plan OS/24/04. <br />SUMMARY of RECOMMENDATIONS: <br />The Rosevillc Planning Commission (5-0) and the Community Development Department <br />recommend approval with conditions. <br />SUGGESTED ACTION: <br />3.1 Approve the request by Greenhouse Village Properties for: <br />a. Comprehensive Plan Land Use Map Amendment from B, Business to HR, <br />High Density Residential. <br />b. Preliminary Plat creating 1 lot (senior cooperative) and 7 town home lots. <br />c. Rezoning to Planned Unit Development with an underlying zoning of R-3, <br />General Residence District and R- 6, Townhouse District, with conditions (see <br />Section 8 and 9 for more detail).
