�.C� REVIEW of PROJECT: <br />�. ] The proj ect area consists of Leben's Greenhouse and the adj acent single family home and <br />comprises approximately5-112 acres. The senior cooperativewill lie on Lot l, <br />Greenhouse Village and comprise approximately 194,264 sq. ft or 4.45 acres, while the <br />town homes will lie on Lot 2 Greenhouse Village and comprise approximately25,794 sq. <br />ft. or .60 acres. <br />�,� The project site is mostly surrounded by single family homes (south across Larpenteur <br />Avenue in Saint Paul; north across Dionne Street; and east). To the west is the 127 unit, <br />4 story Roseville Senior Apartments. Further to the west is Lexington Plaza, Roseville <br />Center, and other single user commercial business in Saint Paul. <br />�.� Roseville's policy has been to use site-specific Planned Unit Development (PUD) zones <br />and development contracts in redevelopment areas with mixes of uses. As proposed, <br />Greenhouse Village and its mixed residential uses would be a PUD zone, specific to the <br />5-1/2 acre site. <br />�.� In February 2004 the Planning Commission provided Greenhouse Village Properties <br />comments and direction regarding a sketch plan proposal. Greenhouse Village Properties <br />also held a neighborhood meeting regarding the proposed development. Comments from <br />the Planning Commission, residents, and staff have been talcen into account in the <br />submitted plans. <br />�.� PROJECT SPECIFICS: <br />PUBLIC INFRASTRUCI'URE: <br />�, I The proposed senior cooperative and town home developments are required to connect to <br />Roseville water for all water services. As well, this development will be required to loop <br />the water main which will greatly improve the distribution system's reliability and fire <br />flow to homes, the senior high rise, and Green House Village. The water main must be <br />looped from the existing line east of Key's restaurant to the site, then through the east or <br />west side of the project, connecting to the line along Dionne Street. Based on the City's <br />current utility policy, the developer of Greenhouse Village will pay for the extension to <br />serve his site. The cost for "over sizing" the pipe will be borne by the City. <br />�.� Sanitary sewer lateral extensions to serve both the 105 unit cooperative and the 7 town <br />home units have been designed to adequatelyserve these structures. Final plans must be <br />reviewed and approved by the Public Worlcs Department. <br />�,� Utilities, such as electricity, cable, telephone, and natural gas, will be designed and <br />coordinated through the Public Worlcs Department to be underground, and utilize a j oint <br />trenching system where applicable. Further, all transformers must be identified on a plan, <br />prior to final approval, so that adjustments to proposed locations can be evaluated in <br />order to eliminate possible unsightly locations. <br />�.� After on-site pre-treatment of surface water has occurred, storm sewer connection to the <br />existing City system within Dionne Street and Larpenteur will be allowed. <br />PF3548 — RCA 052404 Page 2 of 13 <br />
