�) Encou�age innovative high quality planning and design in �esidential <br />developinents that cate� to the life style/life cycle ofp�esent and futu�e <br />�esidents. Highe� quality developinent inay include such iinp�oveinents as <br />inason�y exte�io�s, highe� window and wall insulation packages, <br />unde�g�oundpa�king, ino�e usable open space than no�inally �equi�ed, <br />po�ches, landscaping, unde�g�ound pa�king, and ainenities packages <br />within each unit. <br />The Greenhouse Village Properties proposal will create life-cycle housing (senior <br />cooperative and town homes) for a sector of the population where there is significant <br />market rate housing demand. The High Density Residential development will consist of <br />112 units at a density of 20 units per acre. The structures will be high quality with cultured <br />stone, and/or brick, maintenance free siding, energy efficient windows, and insulating <br />practices consistent with the Energy Code. Porches may be added, as well as decks and <br />patios. <br />When approving a residential Planned Unit Development, require better quality <br />with established criteria for open space, a"sense of place", and quality materials. <br />The Greenhouse Village Properties proposal, through the utilization of the planned unit <br />development (versus straight rezoning), will require a better quality development, with a <br />"sense of place", greater open space (some used for storm water management), and quality <br />materials. <br />8. Encou�age the developinent of well-designed inultiple fainily dwelling p�ojects <br />which a�e coinpatible with adjacent uses. The following c�ite�ia should be <br />conside�ed when �eviewingproposals fo� inultiple fainily dwelling const�uction <br />within the City: <br />a) St�uctu�es should have access to at least one collecto� level st�eet so that <br />t�affic gene�ated by the coinplex will not exceed envi�oninental and t�affic <br />th�esholds of inino� �esidential st�eets desc�ibed in the T�anspo�tation <br />Plan. <br />The Green House Village proposal will have a minimal traffic impact on Larpenteur <br />Avenue & Dionne Street. Primary access to the senior cooperative and town homes is from <br />Larpenteur Avenue. Senior housing produces 3.85 vehicle trips per day per unit or in the <br />case of Green House Village, 404 total vehicle trips ner 24 hours. The town home <br />development is estimated to produce from 7 to 11 vehicle trips per housing unit or a total of <br />49 to 77 vehicle trips per 24 hours (such vehicle trips include mail delivery, garbage pick- <br />up, and service vehicle stops at each town home and the cooperative). These proposed <br />developments will not exceed environmental or traffic thresholds for Larpenteur Avenue. <br />The proposed 11 stall parking lot, with access from Dionne Street, does not connect to the <br />underground parking and is anticipated to have a negligible impact on traffic. <br />PF3548 — RCA 052404 Page 6 of 13 <br />
