�.19 A sidewallc was installed last year along Larpenteur Avenue from Dale Street to <br />Lexington Avenue, which trail will remain in front of the Leben's parcels. This wallc is <br />considered essential for seniors to wallc to nearby shopping areas. Should the sidewallc be <br />damaged or removed as a part of the redevelopment project, it will be required to be <br />replaced to City Standards. Further, the proposal indicates an elaborate interior site path <br />system that connects to a sidewallc constructed along Dionne Street and which runs <br />adj acent to the drop-off area and court yard parlcing. This path system should connect to <br />the sidewallc adjacent to Larpenteur Avenue to allow residents and visitors access to and <br />from the development. <br />�, �� The proposal includes an elaborate landscape plan with a mix of deciduous, coniferous, <br />and perennial plants. Specifically, the proposal includes boulevard trees adjacent to both <br />Dionne Street and Larpenteur Avenue; numerous planting beds, overstory, ornamental, <br />and coniferous trees, shrubs and perennials adjacent to the main access road and storm <br />water ponds; an elaborate landscaped court yard at the rear of the parcel that includes an <br />arbor and large pond feature; and preservation of existing trees along the west and north <br />property lines. However, further consideration of screening options including decorative <br />(solid) wood fencing and evergreen trees between the town homes and the existing single <br />family homes will be required, as will the removal of the existing chain linlc fence and <br />scrub trees along the north property line of the house parcel (1017 L;tr�r�R.cur Avenue). <br />Landscaping adj acent to Larpenteur Avenue (boulevard area) must incorporate elements <br />of the Larpenteur Avenue Streetscape Master Plan. <br />�i.Q POLICY (Comprehensive Plan Consistency) & FISCAL IMPLICATIONS: <br />�_ L The Roseville Comprehensive Plan Goals and Policies include the following <br />direction: Roseville Comprehensive Plan (2003) — Goals and Policies - Page 7 through <br />11. The Staff & Planning Commission review these �ortions of the Cit,��rehensive <br />Plan (affirmed bv the Citv Council. Januarv 20041 to determine if there is �olicv direction <br />to amend the Citv's Plan ma� of future uses on the site to allow a moderate or higher <br />residential densitv desi�nation. <br />C. RESIDENTIAL POLICIES (Roseville Comprehensive Plan text in italics) <br />The City will: <br />1. Adoptflexible standards for new single family and multi family housing <br />developments to allow for innovative development and more efficient densities. It <br />is not the goal of the City to significantly increase overall residential densities. <br />a� Encourage higher quality mixed developments by allowing planned unit <br />developments as guided by the goals, policies, and performance standards <br />of the community with more dedication of park and open space. <br />The proposal by Greenhouse Village Properties will be a mixed residential development <br />that is designed and zoned through the Planned Unit Development process.
