Planning File 3548: Request by Greenhouse Village Properties LLC for a <br />5 Comprehensive Land Use Plan Amendment, Preliminary Plat and <br />6 General Concept Planned Unit Development (rezoning) to redevelop <br />7 Leben's Greenhouse,1021 Larpenteur Avenue, into a 105 unit senior <br />8 cooperative and seven town homes. <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />Chair Mulder opened the hearing and requested City Planner Thomas Paschke to present <br />the verbal summary of the staff report dated May 5,2004. <br />Thomas Paschke advised that Greenhouse Village Properties LLC (developer)was <br />seeking approval of a Comprehensive Plan Land Use Map Amendment changing the <br />designation from Business to Medium Density Residential; a Preliminary Plat that takes 2 <br />platted lots and creates one large lot and 7 town home lots with common area; and a <br />General Concept Planned Unit Development for a 105 unit senior cooperative and 7 town <br />home units (2 structures — 3 and 4 units attached); and a Rezoning of the properiy from <br />B-2, Retail Business District and R-1, Single Family Residence District to Planned Unit <br />Development with an underlying zoning of R-3, General Residence District and R-6, <br />Townhome District. <br />23 The project area consists of Leben's Greenhouse and the adjacent single family home and <br />24 comprises approximately 5-1/2 acres. The senior cooperative will lie on Lot l, <br />25 Greenhouse Village and comprise approximately 194,264 sq. ft or 4.45 acres, while the <br />26 � town homes will lie on Lot 2 Greenhouse Village and comprise approximately 25,794 sq. <br />27 ft. or .60 acres. <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />35 <br />36 <br />37 <br />38 <br />39 <br />40 <br />41 <br />42 <br />43 <br />44 <br />45 <br />46 <br />In February 2004 the Planning Commission provided Greenhouse Village Properties <br />comments and direction regarding a sketch plan proposal. Greenhouse Village Properties <br />also held a neighborhood meeting regarding the proposed development. Comments from <br />the Planning Commission, residents, and staff have been taken into account in the <br />submitted plans. <br />The town home proposal will consist of two structures of four and three unit (7 total <br />units) complexes fronting on to Larpenteur Avenue. Each town home unit will have a <br />slightly elevated main floor entry. Stairs will bring residents and guests up to the main <br />entry door (typical of a"row home" design). Each unit will have a second story with an <br />estimated roof peak height of approximately 32 feet from the main level (front) grade. <br />Units will include an entry porch and a front sidewalk will be provided the length of the <br />town home parcel and to each unit. Each unit will have 2 tuck-under garage parking <br />stalls. <br />The structure will be that of a"craftsman" design, with stone and durable cement board <br />lap and shake siding. Asphalt shingles are proposed for roofing and the soffit and fascia <br />will be protected by a maintenance free material. The town homes are to be designed and <br />
