�,� The City policy is to accept parlc land or cash in lieu of land dedication for the creation of <br />new building sites or housing units on existing parcels of at least one acre. However, <br />Zawadslci Homes is not creatin� a new lot, but rather combining lots. No parlc land <br />dedication is required for this change in lot design. <br />�.� The City policy is to accept a Sewer Availability Charge (SAC) with the issuance of a <br />building permit. In this case, a SAC fee is required and will be collected with the <br />issuance of a building permit on each lot. <br />f�_� Easements are required. Each lot must include a minimum 10 foot wide utility and <br />drainage easement adjacent to West Owasso Boulevard (north); a 5 foot wide utility and <br />drainage easement along the west properLy line of Lot 1 and the east property line of Lot <br />3; and interior utility and drainage easements of 5 feet on either side (east/west} of the lot <br />line between Lots 1 and 2 and Lots 2 and 3. Utilities must be installed underground (per <br />Section 1102.06G). <br />�.� The approved plat must be recorded with Ramsey County within 60 days. <br />�,�i Upon recording of the Final Plat, Zawadsld Homes will be able to apply for a building <br />permit on any of the three lots, at which time the specifics of the house design and site <br />improvements will be required. <br />F.� STAFF WMMENT & REWMMENDATION: <br />�.1 Based on the findings and conditions in Section 6.1 to 6.8 the City Planner recommends <br />approval of the proposed Preliminary & Final Plat of Owasso Bay by Zawadslci Homes <br />for 2900 West Owasso Boulevard. <br />8.� PLANNING WMMISSION ACTION: <br />S, I On Wednesday, June 2,2004, the Roseville Planning Commission held the public hearing <br />regarding the PRELIMINARY PLAT, wherein two adjacent property owners addressed <br />the Commission. <br />$. � Specifically, Cathy Vanous, 2924 W. Owasso, aslced about ownership of the government <br />lot and the possible change in the Shoreland. The City Planner explained the platting <br />history and the effect of the proposed plat. Bruce Nelson, 2887 W.
