Public Hearing and Council Decision Regarding a Proposed County Road B-2 Pathway City Engineer Debra Bloom provided background information and a brief review of this federal funding opportunity for construction of a trail adjacent to County Road B-2; and presented the staff-prepared feasibility report for Council review, including additional information on the proj ect. Staff outlined three alternates for consideration that would still be applicable for federal funding, noting that, to be eligible for federal funding, plans and specifications for final approval would be required for submission by September 30, 2004 to meet compliance. Ms. Bloom reviewed comments expressed by the public in their meetings with staff, identified those areas of conflicts, and remediation provided by staff to address right-of-way and other impacts to residents, and incorporation of that feedback into the three proposed alternatives. Ms. Bloom noted that staff had met with federal representatives related to funding availability for each of the proposed scenarios. Ms. Bloom identified the alternates as follows: Alternate 1: Bituminous Trail from Rice to Walnut, as originally submitted for federal funding. The design would be an eight foot wide bituminous trail located within the County Road B-2 right-of- way. Alternate 2: Bituminous Tail from Lexington to Walnut, eliminating any trail or sidewalk between Rice Street and Lexington Avenue. Alternate 3: Concrete/bituminous trail from Rice to Walnut, which would include a six foot wide concrete sidewalk on both sides of the Public Hearing County Road B-2 Pathway
