Public Hearing and Council Decision Regarding a Proposed <br />County Road B-2 Pathway <br />City Engineer Debra Bloom provided background information <br />and a brief review of this federal funding opportunity for <br />construction of a trail adjacent to County Road B-2; and <br />presented the staff-prepared feasibility report for Council review, <br />including additional information on the proj ect. Staff outlined <br />three alternates for consideration that would still be applicable <br />for federal funding, noting that, to be eligible for federal funding, <br />plans and specifications for final approval would be required for <br />submission by September 30, 2004 to meet compliance. <br />Ms. Bloom reviewed comments expressed by the public in their <br />meetings with staff, identified those areas of conflicts, and <br />remediation provided by staff to address right-of-way and other <br />impacts to residents, and incorporation of that feedback into the <br />three proposed alternatives. Ms. Bloom noted that staff had met <br />with federal representatives related to funding availability for <br />each of the proposed scenarios. <br />Ms. Bloom identified the alternates as follows: <br />Alternate 1: <br />Bituminous Trail from Rice to Walnut, as originally submitted <br />for federal funding. The design would be an eight foot wide <br />bituminous trail located within the County Road B-2 right-of- <br />way. <br />Alternate 2: <br />Bituminous Tail from Lexington to Walnut, eliminating any trail <br />or sidewalk between Rice Street and Lexington Avenue. <br />Alternate 3: <br />Concrete/bituminous trail from Rice to Walnut, which would <br />include a six foot wide concrete sidewalk on both sides of the <br />Public Hearing <br />County Road B-2 <br />Pathway <br />
