City Council Regular Meeting — 05/24/04 <br />DRAFT Minutes - Page 20 <br />meeting. <br />Councilmember Schroeder requested clarification of the nature <br />of the cooperative ownership structure. <br />Councilmember Ihlan requested clarification of environmental <br />assessments performed to-date, expressing concern regarding <br />potential contamination of chemicals used during greenhouse <br />operations. <br />Mike Theis, Greenhouse Village Properties (Developer) <br />Mr. Theis clarified that Greenhouse Village Properties was the <br />developer, not Theis Custom Homes, as implied on the Council <br />agenda. <br />Mr. Theis responded to Councilmember Schroeder and Ihlan's <br />questions regarding cooperative housing and potential <br />contaminants on the site. Mr. Theis opined that his firm was <br />satisfied with environmental testing performed to-date and that <br />all environmental hazards had been recognized. <br />Mayor Klausing noted that tonight's request was for a concept <br />plan and to consider whether this land use made sense; and that <br />the other issues would be addressed for remediation in preparing <br />the final plan. <br />Further discussion ensued between the developer, <br />Councilmember Ihlan and Community Development Director <br />Welsch related to the Planning Commission's intent for <br />Condition 8.7 on the staff report dated May 24, 2004. <br />Councilmember Maschka requested clarification of the intended <br />structure of the owners' association and agreements for the <br />townhouse units and the cooperative units. <br />Mr. Theis responded that two separate associations were <br />planned, with cooperative agreements for parking and roadway <br />maintenance between the two entities. <br />Councilmember Maschka asked Mr. Theis about their intended <br />
