City Council Regular Meeting — 05/24/04 <br />DRAFT Minutes - Page 21 <br />market focus area for this proj ect. <br />Mr. Theis recognized the success of the Applewood Point <br />project, and noted their plan to approach marketing this project <br />similarly, with Condition 7 of the staff report addressing the <br />City's requirement to market exclusively to Roseville Residents <br />for the first 60 days. Mr. Theis noted that they intended to <br />approach churches to initiate their marketing campaign. <br />Councilmember Kough opined his support of the concept, it's <br />location and improvements for that area. <br />Mayor Klausing requested further comment from the developer <br />related to parking. <br />Mayor Klausing opened the meeting for public comment related <br />to this item at this time. <br />Mike Wolf, 999 Larpenteur Avenue (adjacent property east <br />of proposed development) <br />Mr. Wolf spoke against the portion of the project proposing three <br />townhomes that would abut current single-family residential <br />properties, including his, and opined the negative impacts to <br />those single-family homes. Mr. Wolf also spoke to his concerns <br />related to environmental issues (i.e., lead and asbestos removal) <br />and potential dust contaminants during construction, as well as <br />those potential contaminants from the property's use as a <br />greenhouse. Mr. Wolf concluded by speaking against the <br />proximity of the proposed staging area to his property and the <br />length of time he would be required to endure those detrimental <br />impacts to his property. <br />No one else appeared for or against. <br />Mayor Klausing sought clarification from staff on how staging <br />areas are usually restricted in consideration of neighbors. <br />Mr. Welsh responded that construction times are enforced, and <br />no building permits issued until all conditions were addressed <br />satisfactorily, with staff working with the neighbors on these <br />issues between the concept and final plan stages. <br />
