City Council Regular Meeting — 05/24/04 <br />DRAFT Minutes - Page 22 <br />Further discussion included environmental issues and <br />incorporation of townhomes into formerly single-family zoning <br />districts. <br />Councilmember Kough opined his opposition to additional <br />environmental stipulations and enforcement responsibilities by <br />city staff. <br />Mr. Theis clarified the developer's intents related to staging, <br />length of construction anticipated, and preference to use some of <br />the existing buildings to store equipment and materials to <br />minimize impacts to the neighborhood, Mr. Wolf in particular. <br />Mayor Klausing requested that staff take note of these items and <br />include them in the final documents. <br />Mr. Theis requested Council consideration and negotiation of <br />proposed park dedication fees; and water connection <br />requirements to the City of Roseville, when there is an existing <br />connection to the City of St. Paul. <br />City Manager Beets noted that the items discussed were all <br />important issues that needed to be further discussed on a staff <br />level, noting that staff had made note of each of them for such <br />purposes. <br />(Staff Report 9.1) <br />Maschka moved, Kough seconded, adoption of Resolution No. <br />10220 entitled, "A Resolution Approving an Amendment to the <br />Comprehensive Plan Map Designation from "B," Business to <br />"HR," High Density Residential for Property Located at 1021 <br />and 1017 Larpenteur Avenue (PF 3548)." <br />Roll Call <br />Ayes: Schroeder, Maschka, Ihlan, Kough and Klausing. <br />Nays: None. <br />(Staff Report 9.2) <br />Maschka moved, Kough seconded, approval of the Preliminary <br />Plat: one Senior Cooperative Lot; seven townhome lots; and a <br />common lot; with new utility easements and perpetual j oint <br />
