Y <br />Parks and Recreation Department <br />Memo <br />To: Neal Beets, City Manager, <br />Chris Miller, Finance Director <br />From: Lonnie Brol�l�e, Director of Parks and Recreation <br />Date: June 3,2004 <br />Re: Refrigeration System at the Roseville Skating Center /OVAL <br />I am looking for your guidance on an issue that we have been discussing over the past several <br />months regarding our refrigeration system dilemma at the Roseville Skating Center/OVAL. <br />Due to the extreme specialty of the work staff solicited quotes from three contractors that we <br />feel qualify. Solicitations have been requested numerous times and subsequently have <br />received one. Because the work that needs to be done is inside the system contractors are <br />skeptical to present a firm quote therefore the one we received is a ballpark best estimate. <br />Back r�d <br />The John Rose Minnesota OVAL has just completed its llln season after opening in <br />December 1993. Mechanically and operationally it has met all the expectations in terms of <br />use, major events, mechanical systems and other capabilities over that time. Thus far all <br />mechanical systems have received foreseeable, annual preventative maintenance as well as <br />other ongoing maintenance tasks. <br />As you are aware, over the 2003-04 season the refrigeration system has been experiencing <br />minor pressure fluctuations (a non routine issue that is impossible to prevent or foresee) and it <br />has been diff'icult to pinpoint the exact cause. The pressure differential was not initially <br />significant and therefore no cause for immediate alarm. Recently, late in the season, the <br />situation became progressively and aggressively sporadic. Our trained technical staff and <br />refrigeration experts analyzed the situation and have concluded that, more than likely, a pipe <br />in the chiller (ammonia/brine) has loosened and subsequently sprung a leak causing the brine <br />solution (Calcium Chloride) to mix with the ammonia and enter into and flow through the <br />� Page 1 <br />'�,Lva�rri•1.'sas �lrnnirfG�7huiF7�'ciiw manager�OVAL Refrigeratin System 2004.doc <br />
