City Council Regular Meeting — 06/14/04 <br />Minutes - Page 18 <br />Mr. Kysylyczyn continued his allegations related to Ethics <br />issues, with Councilmember Ihlan again calling for a Point of <br />Order, which was recognized by the Chair. <br />Mayor Klausing recessed the meeting at 8:32 p.m. and <br />reconvened at 8:36 p.m. <br />Mayor Klausing recognized Mr. Kysylyczyn, who remained at <br />the podium, and requested that Mr. Kysylyczyn conclude his <br />presentation to a11ow other members of the public an opportunity <br />to speak. <br />Mr. Kysylyczyn continued to present materials relating to his <br />perception of ethics violations. <br />Mayor Klausing suggested that Mr. Kysylyczyn file an Ethics <br />Complaint through proper procedure, and conclude with his <br />comments on the land use issue. <br />Mr. Kysylyczyn addressed his concerns related to the land use <br />issue including, his perception of Planning Commission intent <br />and direction; inconsistencies with the character of the <br />neighborhood; negative impact of creating a precedent in <br />approving this request; and potentiallitigation issues. <br />Mr. Kysylyczyn reviewed the City's plat map, noting other odd <br />shaped lots in the community; and reviewed sections of <br />Minnesota State Statute and Roseville Code. <br />Mayor Klausing recognized others in the audience wishing to <br />comment. <br />Mary Mee, 1520 Edgewater, Arden Hills <br />Ms. Knee opined that information presented to the neighborhood <br />in recent correspondence was grossly misrepresented; and <br />commented on the original homeowner's intent in building the <br />existing home at its current location of the lot. Ms. Mee <br />requested that the City Council not change the character of the <br />neighborhood by granting this request. <br />
