City Council Regular Meeting — 06/14/04 <br />Minutes - Page 26 <br />best interests of the community. <br />Craig Piernot, Outdoor Promotions <br />Mr. Piernot commented on several areas of staff concern in the <br />proposed franchise agreement, their context, and competition <br />considerations. <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn reviewed the history of this request, noting that <br />Roseville had taken the lead in drafting an ordinance to be used <br />as a model in other cities in the I-35W Corridor Coalition. Mr. <br />Kysylyczyn noted his frustration as a citizen in the inadequacy of <br />the staff report in providing comparison documents that were <br />referenced in the report. <br />Schroeder moved, Maschka seconded, approval for staff to <br />continue negotiations with Outdoor Promotions and any other <br />interested and qualified vendors (i.e., TransStop) for provision of <br />transit shelters within the City. <br />Roll Call <br />Ayes: Schroeder, Maschka, Ihlan, Kough and Klausing. <br />Nays: None. <br />Moved to #13, Citizen Advisory Appointments <br />13. Citizen Advisory Commissions, Consider Filling Two <br />Vacancies due to Resignations on the Planning Commission <br />City Manager Beets had recommended the City Council consider <br />the appointment of two applicants to fill vacancies on the City's <br />Planning Commission: James Doherty and Daniel Boerigter. Mr. <br />Beets noted that both were recently interviewed by the City <br />Council for previous vacancies on the Planning Commission, and <br />were ranked the highest overall by Councilmembers. <br />Councilmember Schroeder proposed a compromise to place the <br />names of the three highest point getters in a hat and draw two to <br />serve. <br />Schroeder moved, Kough seconded, submission of three <br />applicants: Boerigter, Doherty and Kevin Kysylyczyn, for draw <br />Planning <br />Commission <br />Appointments <br />
