Purpose. The City of Roseville ("City") has established a Twin Lakes <br />Stakeholders Task Force to review and make recommendations on the Twin Lakes Master Plan. <br />The City and the Master Developer are (or will be) conducting studies and will schedule hearings <br />for the purpose of considering amendments to the Twin Lakes Master Plan. <br />A. Pending the completion of the planning studies and the adoption of amendments to its <br />Twin Lakes Master Plan, the Roseville City Council determines that it is in the <br />public's interest to impose a development moratorium on the receipt of and <br />processing of requests for building permits (except as described in Section 1.B, <br />below), rezoning, conditional use permits, interim use permits, variances and <br />subdivision of land within the Twin Lakes Master Plan area as identified in the <br />general description below and in the 2002 Comp�ehensive Guide Plan. The term <br />subdivision as used herein is the separation of an area, parcel or tract of land under <br />single ownership into two or more parcels, tracts, lots or long term leasehold interests, <br />except those separations specified in Chapter 462358, Subd. 4 of Minnesota Statutes <br />and any amendments thereto. <br />B. Construction activity within an existing structure, which provides for usability of the <br />existing building, life safety improvements or maintenance repairs, including exterior <br />modifications and improvements, which do not extend the building footprint, will be <br />permitted provided that such improvements are undertaken in compliance with the <br />City's Comprehensive Guide Plan, Official Controls and Building Code Regulations. <br />C. For the past five months, the City has received numerous inquiries from property <br />owners and developers regarding the possible future redevelopment of this area. <br />Development inquiries and/or proposals include elementary schools, high density <br />residential, including apartments, and industrial-trucking activities. <br />D. The City recognizes that the development or redevelopment of this area is challenging <br />due to the number of property owners involved, adjacent land uses and access issues. <br />The intent of this moratorium is to provide the City and the Twin Lakes Stakeholders <br />Task Force a reasonable period of time to review existing land use and development <br />policies and proactivelyplan for any future development in the area. During the <br />moratorium period, the City will facilitate a planning process to review land use plan <br />and objectives, work with existing property owners, and consultants, and receive <br />input from the surrounding neighborhood. <br />
