City Manager's 2005 Budget Memo <br />Page 14 of 27 <br />Council Action Recommendation #9: Council motion approving <br />[disapproving] the same amount of Police overtime for 2005 as <br />for 2004. <br />I also recommend we study the feasibility of changing our rank <br />structure in the Police Department. With the help of the Administra- <br />tive Sergeant, some of the tasks of the former Deputy Chief are get- <br />ting done. Sut not all of them. For example, the Police Policies and <br />Procedures Manual has not been updated as frequently as it should <br />be. <br />We also need to think about developing more leaders in the Police <br />Department. Among other things, we need to feed them responsibil- <br />ity and require accountability. The rank structure can help us do <br />that. <br />Therefore, I recommend the Council authorize us to study the wis- <br />dom of creating one Captain's position and an additional Lieuten- <br />ant's position not for 2005 but possibly for 2006. To avoid adding <br />FTE's, I further recommend we consider eliminating two entry level <br />patrol officer positions if and when we transition to a new rank <br />structure. As a police force, we have a relatively young corps of pa- <br />trol officers. In my opinion, we need to create more opportunities for <br />leadership within our Police Department for officers with some sea- <br />soning, and we need fewer entry level positions. <br />Council Action Recommendation #70: Council motion authoriz- <br />ing/not authorizing staff to study the feasibility of changing the <br />Police rank structure as described above, with changes poten- <br />tially effective in fiscal year 2006. <br />B.
