City Manager's 2005 Budget Memo
Council Action Recommendation #9: Council motion approving
[disapproving] the same amount of Police overtime for 2005 as
for 2004.
I also recommend we study the feasibility of changing our rank
structure in the Police Department. With the help of the Administra-
tive Sergeant, some of the tasks of the former Deputy Chief are get-
ting done. Sut not all of them. For example, the Police Policies and
Procedures Manual has not been updated as frequently as it should
be.
We also need to think about developing more leaders in the Police
Department. Among other things, we need to feed them responsibil-
ity and require accountability. The rank structure can help us do
that.
Therefore, I recommend the Council authorize us to study the wis-
dom of creating one Captain's position and an additional Lieuten-
ant's position not for 2005 but possibly for 2006. To avoid adding
FTE's, I further recommend we consider eliminating two entry level
patrol officer positions if and when we transition to a new rank
structure. As a police force, we have a relatively young corps of pa-
trol officers. In my opinion, we need to create more opportunities for
leadership within our Police Department for officers with some sea-
soning, and we need fewer entry level positions.
Council Action Recommendation #70: Council motion authoriz-
ing/not authorizing staff to study the feasibility of changing the
Police rank structure as described above, with changes poten-
tially effective in fiscal year 2006.
B. Fire Department
Most emergencies in today's world are NOT fires. Most emergencies
