Or they are manmade disasters such <br />as alcohol-related traffic and boating accidents. Of course, in today's <br />environment the ultimate manmade disaster are the mass casualties <br />resulting from terrorist acts. We need a Fire Department that is posi- <br />tioned to work in partnership with our own Police Department, Al- <br />lina, and other fire departments to respond to today's emergencies. <br />Thus, I recommend Council authorize a Training Officer position in <br />the Fire Department. Last year, the Council was concerned that this <br />new position might pay for itself in the first fiscal year but not others. <br />I have revisited the numbers and the Training Officer position can <br />and would be created so that it does NOT cost more money in 2005 or <br />any future year. Therefore, I recommend we add this position for <br />2005. <br />As with last year's recommendation, this is a position that would <br />work across department and even city boundaries. Hence, this <br />Training Officer would provide not just specialized Fire Department <br />training in subjects such as confined space rescues and , but also Oc- <br />cupational Safety and Health Administration (OSHA) and First Re- <br />sponder medical training for all city or private employees who would <br />benefit from such training. <br />I also recommend we tweak the job description of the Training Offi- <br />cer to include health and fitness training as well as the other kinds of <br />training mentioned above. With escalating workers' compensation <br />and health insurance costs, intelligent investments in wellness and <br />fitness can pay large dividends. <br />Council Action Recommendation #77: Council motion approving <br />[disapproving] the creation of a Training Officer position at no <br />net cost to the City's taxpayers in 2005 or subsequent fiscal <br />
