City Manager's 2005 Budget Memo <br />Page 26 of 27 <br />As a result, I recommend that Chris Miller and Dennis Welsch study <br />the feasibility of transferring the Geographic Information System <br />(GIS) position, currently occupied by the very talented David Windle, <br />from Community Development to the IT division within Finance. <br />Such a transfer removes some pressure on building permit revenues <br />without adding additional pressure to the tax levy. <br />And adding the GIS function to IT would create an even more mar- <br />ketable set of services for Roseville to offer our neighboring cities <br />with whom we contract to provide IT services. <br />Council Action Recommendation #23: Council motion approving <br />[disapproving] an internal staff study of the feasibility of transfer- <br />ring the GIS function and position from Community Development <br />to the IT division of Finance. <br />The major unknown in the Community Development budget is the <br />relationship the City Council wants to see between the City of <br />Roseville, through its Community Development Department, and the <br />legally separate Roseville Housing and Redevelopment Authority <br />(HRA). These are the key policy questions: <br />Does the Council want to create a Rental Licensing Program? <br />If so, does the Council want to delegate the administration of that <br />Program to the HRA? <br />Does the HRA want to accept responsibility for that Program? <br />Does the Council want to enhance our code compliance efforts along <br />the lines of the S.H.I.N.E. program in Shoreview? <br />If so, does the Council want to delegate the administration of that <br />
