City Council Study Session — 06/21/04 <br />DRAFT Minutes - Page 15 <br />preferring that it be done in the least intrusive way <br />possible; but noted the need to prevent incompatible uses <br />until a determination is made regarding the redevelopment <br />of the Twin Lakes area. <br />Mr. Noonan emphasized Section 1, a— e of the proposed <br />interim ordinance for adopting a development moratorium <br />that specifically spelled out the limits, and provided a <br />"pause" to relieve the pressure while the study is <br />completed. <br />Schroeder moved, Maschka seconded, directing staff and <br />the City Attorney to draft a moratorium ordinance for <br />Council consideration at the regularly scheduled July 12, <br />2004 City Council meeting. <br />Further discussion ensued regarding the Council's <br />preference to waive the first reading of the ordinance. <br />City Attorney Hedtke advised that it was customary to <br />waive the first reading, and immediately proceed to the <br />Second Reading, at the City Council's discretion, to <br />prevent a"rush" of developers to insinuate incompatible <br />uses within the area before completion of the moratorium <br />implementation process. <br />Roll Call <br />Ayes: Ihlan, Kough, Maschka, Schroeder and Klausing. <br />Nays: None. <br />A1 Sands, in the audience, attempted to provide public <br />comment at this time, in opposition to any moratorium <br />beyond the 70 acres. <br />Mayor Klausing requested that Mr. Sands hold his <br />comments until the July 12, 2004 meeting for Council <br />consideration. <br />Mr. Sands provided his comments in writing as a bench <br />handout. <br />
