City Council Study Session — 06/21/04 <br />DRAFT Minutes - Page 17 <br />Mr. Welsch recommended that, if the Council wishes to pursue <br />an ordinance revision, that an implementation of January 1, <br />2005, would be appropriate. <br />Further discussion ensued regarding how to determine impacts to <br />specific neighborhoods within the complaint areas; health <br />concerns related to waste from poultry production; noise <br />concerns; and the illegal nature of cock fighting and it's <br />significant issue in some suburbs. <br />Councilmember Ihlan opined her preference for additional <br />information; whether a problem exists and if an ordinance <br />revision is warranted; the impacts and implications of enacting a <br />revision; comparison with other cities; and a determination of the <br />appropriate use of property, defining poultry and what is actually <br />prohibited to restrict noise, odor or fecal matter issues. <br />Mayor Klausing directed staff to return with additional <br />information, impacts and implications for consideration of <br />proceeding with action. <br />Mr. Welsch noted that he would provide several alternatives for <br />Council consideration. <br />8. Update on County Road B-2 Street and Path/Sidewalk <br />A petition from residents; as well as a"flyer" entitled, "What <br />you need to know about the B-2 Pathway" against pathway and <br />sidewalk construction on County Road B-2 was provided as <br />bench handouts, which are attached hereto and made a part <br />thereof. <br />Mayor Klausing commented that he sincerely hoped that the <br />flyer, and any misinformation it implied, would not be <br />detrimental to tonight's discussion; and that no formal action was <br />proposed at tonight's meeting. Mayor Klausing noted that a <br />future Public Hearing would be scheduled, and that he and <br />Councilmembers were also a�ailable individually to hear input as <br />well outside of a public meeting. <br />Not included in the Council Agenda packet, but noted by staff <br />and the audience, was a mailing from staff to residents advising <br />Update on County <br />Road B-2 Street <br />and Path/Sidewalk <br />
