City Council Study Session — 06/21/04 <br />DRAFT Minutes - Page 18 <br />that the City Council would be discussing this issue at tonight's <br />meeting. <br />City Manager Beets reviewed the mailings that had been <br />provided by staff to residents, noting that tonight's meeting had <br />been noticed to residents by staff. Mr. Beets advised that staff <br />was seeking direction tonight, given the grant timeframe, <br />necessitating potential action by the Council tonight if they <br />wished to revise or halt the process of previous direction to staff. <br />City Engineer Deb Bloom provided an overview of alternatives <br />presented at the May 24, 2004 regular Council meeting; and <br />staff's additional research and findings related to those <br />alternatives, and summarized meetings with state and federal <br />representatives related to federal grant monies and design <br />considerations. <br />Ms. Bloom reviewed staff's meetings with Ramsey County and <br />past direction of the City Council to: <br />1) Construct the trail along County Road B-2 between <br />Lexington and the westerly City boundary as proposed; <br />exploring an alternate west of Cleveland that would route <br />the pathway north to County Road C; then west to Walnut <br />Street. <br />2) Meet with Ramsey County to discuss potential for the <br />reconstruction of County Road B-2 between Lexington <br />Avenue and Rice Street in conjunction with proposed trail <br />construction. <br />3) Meet with Federal Aid at MnDOT to discuss schedule and <br />project scopes. <br />Ms. Bloom reviewed the three scenarios reviewed with the <br />agencies: <br />• Ramsey County's rebuilding of County Road B-2 to <br />correct drainage and deterioration issues; <br />• City rebuilding County Road B-2 to the County's <br />standards at a width of 38'; <br />• County turnback of County Road B-2 to the City; <br />with the City rebuilding the roadway to City <br />standards, allowing for a 32'-34' roadway, <br />including concrete curb and gutter, as well as <br />
