City Council Study Session — 06/21/04 <br />DRAFT Minutes - Page 20 <br />Councilmember Ihlan opined that, a compelling reason to build <br />the eastern pathway segment was to provide a connection to <br />schools, given current safety and transportation issues. <br />Councilmember Ihlan expressed her disappointment that others <br />who had previously voiced comments related to the global <br />community picture were not made aware of tonight's discussion, <br />and that just the neighborhood had been noticed of the meeting. <br />Further discussion ensued related to future grant applications and <br />impacts of this project on future solicitations by the City for <br />those grant funds; phasing components of the reconstruction <br />project to meet federal guidelines; design standards and safety <br />issues for state bicycle guidelines; maintenance concerns; <br />impacts on residents; and the status of County Road B-2 in the <br />City's street rating index program (close to reconstruct). <br />Mayor Klausing sought to clarify previous assumptions <br />regarding pathway construction and previously expressed <br />opposition by Councilmembers Kough and Schroeder for any <br />pathway construction until maintenance levels were improved <br />for existing pathways. <br />Councilmember Schroeder confirmed his continued opposition to <br />new pathway construction until maintenance was addressed for <br />existing pathways. <br />Councilmember Maschka opined his support for a sidewalk <br />(pathway) from Lexington to Da1e to provide trail connectivity <br />and to address street and drainage improvements, be able to <br />utilize federal grant funds, and phase the remainder of the project <br />while building MSA funds through the turnback process and <br />allow staff time to incorporate engineering into staff time in- <br />house. Councilmember Maschka confirmed that he didn't <br />support any pathway construction without roadway <br />reconstruction. <br />Mayor Klausing conferred with Councilmembers Kough and <br />Schroeder to confirm whether they were supportive of the road <br />reconstruction, regardless of the pathway, in an effort to <br />determine consensus, and under what conditions either would <br />support road reconstruction. <br />
