City Council Study Session — 06/21/04 <br />DRAFT Minutes - Page 21 <br />Councilmember Schroeder opined support only if the road <br />reconstruction were detached from pathway construction; noting <br />that such a position would not be feasible with Councilmember <br />Maschka's proposal to link the two projects into one. <br />Councilmember Schroeder was supportive of road <br />reconstruction, with the provision that the road be centered to <br />allow room for curb and gutter and right-of-ways for all affected <br />property owners, with no pathway construction included, and the <br />turnback accepted from Ramsey County. <br />Councilmember Kough confirmed support of road reconstruction <br />at a width of 34' to address drainage issues; retain parking on <br />one side of the street at a minimum; but did not see the necessity <br />of a sidewalk or pathway, recommending that pedestrians could <br />make use of the sidewalk along County Road C. <br />Councilmember Kough further opined that the engineering <br />estimates seemed high, and he would anticipate County monies, <br />based on the turnback from their maintenance funds. <br />Councilmember Ihlan expressed her support of pathway <br />construction for the entire length of County Road B-2; but <br />offered a compromise with several alternatives that she could <br />support, including a minimum sidewalk on County Road B-2 for <br />pedestrian access to school facilities and recent changes to the <br />Roseville School District transportation policy and her concerns <br />for pedestrian safety; and ideally, supported the road <br />reconstruction, with pathway construction to utilize current <br />federal funding availability. Councilmember Ihlan further <br />opined that the extra benefit realized was an overall policy issue, <br />and would be a community asset, not just affecting the <br />neighborhood. <br />Mayor Klausing continued to seek consensus, noting his <br />preference for a pathway from Walnut to Lexington, citing safety <br />concerns and concurring with Councilmember Ihlan's comments <br />for the overall community benefit and the tremendous federal <br />funding benefit available at this time. Mayor Klausing <br />concluded by offering his support of a pathway west of <br />Lexington. <br />
