City Council Study Session — 06/21/04 <br />DRAFT Minutes - Page 29 <br />Councilmember Kough requested clarification from staff on the <br />proposed remediation timeframe. <br />Mr. Schwartz responded that it was anticipated that remediation <br />and other improvements (i.e., dehumidification and ventilation <br />improvements) could be accomplished by October 1, 2004 to <br />accommodate the Parks and Recreation Department's vacation of <br />their rental space. <br />Roll Call <br />Ayes: Ihlan, Kough, Maschka and Klausing. <br />Nays: Schroeder. <br />10. Discuss Future of the Cold Storage Building at 1750 County <br />Road C <br />Public Works Director Duane Schwartz reviewed background <br />materials and information on the city-owned building at 1750 <br />County Road C(former Grain Terminal Association building). <br />Mr. Schwartz noted that the building had been used by the City <br />for cold storage by various departments, but continued to <br />deteriorate on the interior and exterior. Mr. Schwartz reviewed <br />costs for demolition, as well as costs to repair the building to <br />return to efficient, usable space and bring it up to City Code; as <br />well as vandalism issues. <br />Discussion included impacts of the building's use on County <br />Road C streetscape designs; permit requirements from the <br />railroad for demolition construction permit and liability <br />insurance, as a portion of the building is within the railroad right- <br />of-way; more detailed evaluation of the actual asbestos <br />engineering report that reduced proposed hazardous material <br />clean up from $6,250.00 to $2,500.00. <br />Councilmember Maschka reviewed the history of the original <br />purchase of the property to facilitate a portion to be used for <br />ponding purposes for County Road C reconstruction, and that the <br />building came with the property. <br />Staff recommended demolition of the building, as it is no longer <br />in a useable condition and would be cost-prohibitive and <br />impractical to repair and recommended that the City retain the <br />land for a possible future storage building site. <br />Future of the Cold <br />Storage Building <br />at 1750 County <br />Road C <br />
