Mr. Schwartz responded that it was anticipated that remediation and other improvements (i.e., dehumidification and ventilation improvements) could be accomplished by October 1, 2004 to accommodate the Parks and Recreation Department's vacation of their rental space. Discuss Future of the Cold Storage Building at 1750 County Road C Public Works Director Duane Schwartz reviewed background materials and information on the city-owned building at 1750 County Road C(former Grain Terminal Association building). Mr. Schwartz noted that the building had been used by the City for cold storage by various departments, but continued to deteriorate on the interior and exterior. Mr. Schwartz reviewed costs for demolition, as well as costs to repair the building to return to efficient, usable space and bring it up to City Code; as well as vandalism issues. Discussion included impacts of the building's use on County Road C streetscape designs; permit requirements from the railroad for demolition construction permit and liability insurance, as a portion of the building is within the railroad right- of-way; more detailed evaluation of the actual asbestos engineering report that reduced proposed hazardous material clean up from $6,250.00 to $2,500.00. Councilmember Maschka reviewed the history of the original purchase of the property to facilitate a portion to be used for ponding purposes for County Road C reconstruction, and that the building came with the property. Staff recommended demolition of the building, as it is no longer in a useable condition and would be cost-prohibitive and impractical to repair and recommended that the City retain the land for a possible future storage building site.
