Informational Presentation about a Waste Management Pilot Recycling Plan for Roseville City Manager Beets provided an update on the current status of the City's curbside recycling program; and ongoing evaluation of the program and proposed enhancements. Mr. Beets noted that, pursuant to a Council-approved contract, the City Council directed staff and Waste Management, the City's contracted recycling hauler, to conduct a recycling pilot program during the current contract period of January 1, 2004 through December 31, 2005, to test various components identified by the Residential Solid Waste and Recycling Citizens Advisory Committee (RSWRCAC). 12. Mr. Beets advised that the pilot program was now ready to be implemented; and proceeded to review the five identified routes and their specific and similar designs and demographic make up. Mr. Beets noted that staff had been in the process of collecting baseline data to-date; with the pilot program's duration anticipated through this fa11; and the rest of the year spent analyzing the data with Ramsey County and private consultants for preparation of a report and test results anticipated early next year for Council review. Councilmember Schroeder cautioned that staff ensures that rationale for selecting certain routes be identified to prevent tainting of resulting data.
