Revision Date: <br />Job Summarv: <br />Regular Full-Time <br />Exempt Level 7 <br />June 13, 2002 <br />As the Chief Operating Officer of the City, the City Manager provides leadership to the City staff and <br />helps the City Council to define, establish and attain overall goals and objectives of local <br />government. The City Manager is responsible for hiring and supervising City Staff and consultants <br />and is responsible for the management of all functions through department heads. The City <br />Manager is responsible for delivering quality service to citizens and is responsible for compliance <br />with all legislative, judicial and administrative obligations established by higher authority. <br />Scope of Responsibilitv: <br />The City Manager is directly or indirectly responsiblefor all functions of the City. There are 141 full- <br />time and 22 part-time employees as well as 59 volunteer fire and 96 seasonal staff. The annual <br />operating budget is $36 million and the total fund balance at year-end is $35 million. <br />Essential Duties and Resaonsibilities: <br />Using knowledge of the scope of services provided by local government and personal <br />leadership skills the Manager communicates with the City Council to develop priorities for new <br />and existing activities of government. <br />1.1 Evaluates services provided by the City and develops options for improving services or <br />matching services more closely to citizen needs. <br />1.2 Educates the City Council about City services and presents optional approachesfor <br />improvement of services. <br />1.3 Directs research at the request of the Council and presents analysis of the strengths and <br />weaknesses of various options. <br />1.4 Seeks to identify common ground among competing interests and facilitates a productive <br />working relationship among staff and Council. <br />1.5 Takes a leadership role in projects involving development initiatives approved by the <br />Council. <br />2.
