City Council Regular Meeting — 07/12/04 <br />DRAFT Minutes - Page 27 <br />noting that the information presented and educational process <br />would serve each panel member in their future involvement in <br />the community. <br />Mr. Roe noted that the entire process was reacting to a <br />developer and proposal that was market driven, not generated <br />by the City, and while not representing the City's "dream" <br />development, but the developers had listened to the panel and <br />were interested in a good project for the City. Mr. Roe <br />acknowledged that the panel didn't approve the plan 100% and <br />that there were different views and plans, but the proposed plan <br />had been modified during the process and with panel input, and <br />the community should support it and attempt to make it work. <br />Mr. Roe noted the significant financial issues involved, the <br />increased tax benefits for land use considerations, and <br />additional revenues to the City. Mr. Roe further noted the <br />increasing cost of government and services to maintain the <br />City's quality of life, as well as improving the City's image in <br />that part of the community to enhance amenities as well as <br />addressing the community's housing needs. <br />Mr. Roe concluded by encouraging the City Council, as policy <br />and decision-makers, to separate the emotions from the facts <br />and opinions; that the finances had to be based on facts; the <br />remaining outstanding questions needed closure; and that the <br />final project would stand or fail on its own merits, with the <br />panel's responsibility to provide feedback having been <br />achieved. <br />Matt Clysdale, At-large businesses outside Twin Lakes Area <br />Mr. Clysdale thanked the City Council for including them in the <br />process. Mr. Clysdale opined that Roseville was a"destination" <br />City, that more people came here to work, shop, or sue the <br />recreational facilities than lived here. Mr. Clysdale opined that <br />the educational component of the panel was very well done, and <br />the presenters were responsive to any requests and/or comments <br />of the panel, and for additional research and information <br />requests. Mr. Clysdale noted that the panel didn't start with, <br />nor had they anticipated, a blank canvas and were responding to <br />different ideas and opinions. Mr. Clysdale opined that, with <br />
