City Council Regular Meeting — 07/12/04 <br />DRAFT Minutes - Page 28 <br />multiple property owners in the proposed development area, <br />there were concessions to be make, and further opined, from a <br />business perspective, that the project needed an "engine" to <br />make it financially feasible. <br />Carol Erickson, East side of Langton Lake resident <br />Ms. Erickson enthusiastically supported the entire process, <br />noting her past involvement in efforts to save Langton Lake <br />when there was a proposal to fill it in. Ms. Erickson opined that <br />the developers were responsive to the panel and presented <br />everything to us, concurring with Mr. Clysdale that there was <br />no "blank canvas" expectations on her part, respecting the <br />developer's right to develop their land. Ms. Erickson further <br />opined that an all housing development probably was not <br />feasible, and while there would be additional traffic concerns, <br />the City needed to use this opportunity to be progressive and <br />clean up this area as a gateway to the City. <br />Richard Jacobson, East of Fairview resident <br />Mr. Jacobson enthusiastically supported the process and the <br />information provided by the City staff, attendees and proposers. <br />Mr. Jacobson opined his support in general of the proposed <br />redevelopment plan as a good plan and the need for a major <br />retailer, with Costco being a good choice; further opining that <br />the developers came to the City and the panel in good faith and <br />provided good faith answers; and encouraged the City Council <br />to make the difficult decision and make the project work, <br />without expectation of a consensus on this issue, but for the <br />overall good of the community. <br />Jane Larson, business owner in Roseville Towers <br />Ms. Larson expressed her appreciation in being a resident of <br />Roseville. Ms. Larson opined that this project had been <br />discussed "ad nauseum" and it was time to "fish or cut bait." <br />Ms. Larson fUrther opined that property values and the cost of <br />construction continued to rise, and studies supported increased <br />density housing, along with a"big box" retailer and supporting <br />retailers necessary to support the overall project, land <br />acquisition and clean up in particular. Ms. Larson noted that <br />further procrastination wasn't going to make it better, and that <br />
