City Council Regular Meeting — 07/12/04 <br />DRAFT Minutes - Page 32 <br />Ms. McKenzie enthusiastically supported the process and her <br />new understanding of urban planning. Ms. McKenzie opined <br />that the City could do this, and they could do it well; <br />recognizing the need for the retail engine, and changing the <br />parkway so it didn't go through the residential area. Ms. <br />McKenzie encouraged community consensus to make this <br />project a good one for the community. <br />Tam McGehee, At-large panel member <br />Ms. McGehee encouraged Councilmembers to fully consider <br />the financial differences between housing and retail; and to <br />review the retail bearing on traffic. <br />Mayor Klausing again thanked the panel participants; and noted <br />that the next will be the financial aspects of the proposed <br />project. Mayor Klausing concurred with comments that the <br />City needed to take advantage of the expertise provided to panel <br />members through this process for other city issues and <br />concerns. <br />8. Twin Lakes Redevelopment Project: Comments from the <br />Development Team <br />Michael Noonan, Rottlund Homes <br />Mr. Noonan advised Councilmembers and the community that, <br />as part of the development team, his firm recognized their <br />responsibility in bringing forth meaningful change in this <br />gateway of the City, and took seriously the panel's comments, <br />while remaining true to the market and their personal financial <br />risk. Mr. Noonan noted that the next part of the process: the <br />complex and challenging, but hopefully fruitful financial <br />strategies, would be complex and challenging, yet hopefully <br />fruitful. Mr. Noonan opined that the developer and the City <br />needed to concentrate on what could be done, noting that <br />success breeds success in a development and/or redevelopment <br />project, making the initial phase so pertinent. <br />Mr. Noonan noted that by being respectful of the market, and <br />recognizing the patience of the land owners, there were <br />concerns and considerations by the developers of prolonging <br />Twin Lakes <br />Redevelopment <br />Project: <br />Comments from <br />the <br />Development <br />Team <br />
