Department Approval:

REQUEST FOR COUNCIL ACTION
Manager Reviewed:
  _
DATE: 7/16/04
TTEM NO.: 4.c
Agenda Section:
iti;
Item Description: Approval of Agreement for the Harriet Alexander Nature Center Central Park
Elementary School Storm Sewer project.
Background: On March 29,2004, the City Council awarded the bid for 2004 Contract B. This
project included the installation of a storm sewer pipe to convey runoff from the surrounding
neighborhood into the Nature Center wetland. Currently this runoff is being conveyed via a gully
that has been steadily eroding and placing silt into the wetland. This project eliminates the erosion
issues which create maintenance, environmental, and safety concerns for the City and the
surrounding neighborhood.
We have always worked with Independent School District 623 on partnership opportunities
including improvements to their facilities adjacent to Cityprojects. This project connected storm
pipes from the Central Park Elementary (CPE) School properiy to the pipe being installed in the
gully to collect city runoff. We also replaced curb and installed structures in the CPE parking lot to
eliminate erosion onto adjacent residential properties. Because Roseville is letting and
administering this construction contract, an agreement is necessary with the School District to cover
construction costs. The Harriet Alexander Nature Center Central Park Elementary School Storm
Sewer Agreement is attached for City Council review.
Financial implications: The cost for the Nature Center Improvement as awarded is $80,230.00.
After analyzing the contributing runoff areas we determined that 40% of the storm water conveyed
by the pipe is coming from the Central Park Elementary School site. The cost share for the school is
$, this includes engineering costs. The cost will be paid for by the School District.
-,
RECOMMENDED COUNCIL ACTION:
Approval of an agreement between the Independent School District 623 and the City of Roseville for
the Harriet Alexander Nature Center Central Park Elementary School Storm Sewer construction
project and authorizing the Mayor and Manager to sign on behalf of the City.
Prepared by: Debra Bloom
