City Council Study Session — 07/19/04
DRAFT Minutes - Page 5
C. Judy Florine,1049 Harriet Lane
Ms. Florine expressed her opposition to recent published
comments regarding the Twin Lakes redevelopment. Ms.
Florine opined that the redevelopment was not in tune with
the Roseville Master Plan, due to density concerns related
to increased traffic flow and the confusion already existent
in that area, that would be further complicated with
addition of a"big box" retailer. Ms. Florine also expressed
concern regarding the perceived aesthetics of a"big box"
retailer, with surrounding parking lot areas. Ms. Lange
also opined that she was vehemently against the use of
Eminent Domain at any time, if there was any other
possible way to do acquire property. Ms. Florine opined
that the government shouldn't take property away from
property owners to generate more taxes; and further opined
that the property clean up should be shared by the parties
who created the contamination; with the sales price of the
land decreased by the amount required to clean it up. Ms.
Florine concluded by opining her opposition to tax
increment financing, and/or bonding so all taxpayers were
responsible to pay additional taxes to create additional
traffic issues.
D. John Kysylyczyn, 3083 N Victoria Street
Mr. Kysylyczyn expressed concern regarding a lack of
respect he perceived was shown toward him at the last
Council meeting when he requested a copy of 2005 Budget
information, as no public copy had been provided prior to
the meeting. Mr. Kysylyczyn opined a lack of timely
information provided at City Hall, or via internet, to the
public for adequate review prior to Council meetings. Mr.
Kysylyczyn provided a portion of the State Statute
regarding Open Meeting Law and questioned staf's service
in making materials available to the public; and noted
several typographical errors on the budget information
recently posted to the City's website. Mr. Kysylyczyn
questioned whether this served to embarrass the City, and
encouraged Councilmembers to consider his comments
when conducting the City Manager's performance
