Judy Florine,1049 Harriet Lane <br />Ms. Florine expressed her opposition to recent published <br />comments regarding the Twin Lakes redevelopment. Ms. <br />Florine opined that the redevelopment was not in tune with <br />the Roseville Master Plan, due to density concerns related <br />to increased traffic flow and the confusion already existent <br />in that area, that would be further complicated with <br />addition of a"big box" retailer. Ms. Florine also expressed <br />concern regarding the perceived aesthetics of a"big box" <br />retailer, with surrounding parking lot areas. Ms. Lange <br />also opined that she was vehemently against the use of <br />Eminent Domain at any time, if there was any other <br />possible way to do acquire property. Ms. Florine opined <br />that the government shouldn't take property away from <br />property owners to generate more taxes; and further opined <br />that the property clean up should be shared by the parties <br />who created the contamination; with the sales price of the <br />land decreased by the amount required to clean it up. Ms. <br />Florine concluded by opining her opposition to tax <br />increment financing, and/or bonding so all taxpayers were <br />responsible to pay additional taxes to create additional <br />traffic issues. <br />D. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn expressed concern regarding a lack of <br />respect he perceived was shown toward him at the last <br />Council meeting when he requested a copy of 2005 Budget <br />information, as no public copy had been provided prior to <br />the meeting. Mr. Kysylyczyn opined a lack of timely <br />information provided at City Hall, or via internet, to the <br />public for adequate review prior to Council meetings. Mr. <br />Kysylyczyn provided a portion of the State Statute <br />regarding Open Meeting Law and questioned staf�'s service <br />in making materials available to the public; and noted <br />several typographical errors on the budget information <br />recently posted to the City's website. Mr. Kysylyczyn <br />questioned whether this served to embarrass the City, and <br />encouraged Councilmembers to consider his comments <br />when conducting the City Manager's performance <br />
