Until now Arona Street has been closed to thru traffic. As discussed during <br />plan development, the thru access between County Road C-2 and Hamline Avenue is vital to emergency <br />vehicles and traffic operations. As a result, this connection should be opened up this street prior to <br />residents moving in to this development. We also wanted to finalize the traffic control plan for the <br />streets connecting this development. For all stop controlled intersections, we have performed warrant <br />analysis consistent with the Manual on Uniform Traffic Control Device (MUTCD). Warrant worksheets <br />are attached for these intersections. <br />*proposed number, does not include any traffic from Hamline Avenue area <br />Problem Identification and Recommendations: I wanted to take this opportunity to walk through the <br />different intersections and the traffic control justifications. Attached is a site plan numbered consistent <br />with the discussion below. <br />Arona Street traffic control: the speed limit on this road is established at 30 MPH. Parking is restricted <br />to the bays that have been constructed by the developer. Crosswalks are delineated by stained and <br />impressioned concrete. What follows are recommendations for traffic control on the street. <br />1. Stop sign at County Road C-2: There is an existing stop sign at the intersection of Arona and C-2. <br />There is a stop condition for northbound Arona Street. Since the traffic counts on C-2 are almost six <br />times as high as the proposed volume of Arona Street, this intersection does not meet warrants for an <br />all-way stop. <br />
