Activity Center/ Centennial Drive stop sign: while the site was used by Parks and Recreation, the <br />then Activity Center parking lot had a stop sign at the intersection of Centennial Drive. This sign <br />stopped northbound traffic before exiting onto the public street. This is common practice, and was <br />warranted at the time. With the construction of Arona Street extension, this is no longer the case. In <br />the interest of establishing a safe intersection, we have performed an intersection warrant analysis <br />for the 3 way intersection of Centennial Drive and Arona Street. Since Arona is considered the main <br />road, a stop sign on Arona Street does not meet warrants. Also, since the proposed Arona volume is <br />nearly 3.5 times as high as the Centennial Drive volume, the intersection does not warrant an all way <br />stop. We recommend that at this time, we remove the Arona Street stop sign and install a stop sign <br />at the west end of Centennial Drive. <br />3. Applewood Court: we have installed a westbound stop sign at the intersection of Arona Street and <br />Applewood Court. This is a case of a minor road entering onto to a major street. <br />Terrace Drive Extension: the speed limit on this road is established at 30 MPH. Parking is restricted to <br />the bays that have been constructed by the developer. Crosswalks are delineated by stained and <br />impressioned concrete. What follows are recommendations for traffic control on the street. <br />4. Terrace Drive and Arona Street: Install an all way stop sign. The sign is warranted in light of the <br />proposed traffic at this intersection. The two public legs of the intersections are at a right angle, this <br />does not meet 30 mph design speed, or provide for a clear sight distance for a vehicle maneuvering <br />around the corner. <br />5. Terrace Drive and Pascal Street: Historically this intersection has been a"thru street". The Terrace <br />Drive extension to the west is proposed to have considerably less traffic than the existing thru street. <br />As a result we recommend that the existing Terrace Drive eastbound stop sign remain. In reviewing <br />the existing traffic counts on Pascal and Terrace, we anticipate that part of this traffic will start using <br />the new streets in the development to pass through to Snelling. We will continue to monitor the <br />intersection and evaluate the need for installing an all way stop at this intersection.. An all way stop, <br />would use the apartment's driveway as the south leg. <br />6. Westbound Dead end sign: This sign was installed to communicate with drivers that the streets were <br />blocked off, with the removal of the gate, it should be removed. <br />If you have any questions regarding these recommendations, or would like to discuss this further, please <br />let me know. I also recommend that we send out a mailing to the surrounding neighborhood letting <br />them know of the proposed changes. Thank you for your time. <br />
