City Council Study Session — 07/19/04 <br />DRAFT Minutes - Page 10 <br />requested that Councilmembers provide their personal opinions <br />on these issues tonight, reserving the ability to make final <br />decisions at a later time. <br />Mr. Miller reviewed seven existing policies including, 1) <br />Fulfilling goals, obj ectives and unmet needs; 2) When to use <br />redevelopment assistance; 3) Using Eminent Domain; 4) Fiscal <br />Disparities; 5) Use of Tax Increment Financing (TIF); 6) <br />Funding for Twin Lakes Parkway; and 7) Assessments for new <br />development; as well as several appendices that addressed a) <br />debt management policies; b) tax increment financing policies; <br />and c) the economic section of the Comprehensive Plan. <br />Mr. Miller noted that these identified policy issues should be <br />considered by the City Council in the conte�t of what potential <br />benefits would be derived if the Twin Lakes area was <br />redeveloped by assessing the risk/reward relationship of the <br />proposed project. <br />Mr. Miller briefly highlighted each policy; with Councilmembers <br />responding with questions and comments. <br />Policy #1 <br />Mr. Miller used examples of benefits to be considered, such as <br />creation of affordable, workforce, single-family style housing; <br />improving transit and transportation routes within an area; <br />establishing a stronger tax base; creating professional or <br />technical jobs; improving the environment; or accessing public <br />amenities. Mr. Miller noted that these were just a few possible <br />circumstances that would add integrity and credibility to a <br />redevelopment process and send a clear message to citizens, <br />developers and other interestedparties. <br />Councilmember Ihlan referenced the language of the TIF <br />appendix, questioning whether the City had ever offered <br />development assistance that went against the current Master <br />Plan; and where public needs could be identified in relationship <br />to a"big box" retailer at Cleveland and County Road C. <br />Mr. Miller responded that the current City TIF' policy was <br />drafted in the mid-1990's, and circumstances of current land uses <br />
