Recognitions, Donations, Communications <br />6.a Proclamation — "National Night Out" <br />Roseville Police Department Crime Prevention Specialist <br />Heather Darby outlined planned activities for recognizing <br />National Night Out. Ms. Darby encouraged residents to <br />contact her at 651-792-7209, or via the website at <br />www.citvofroseville,com/�olice, and requested that the <br />City Council take action on the proposed proclamation in <br />support of this event. <br />Mayor Klausing, on behalf of the City Council, called upon <br />all citizens of Roseville to j oin Roseville Neighborhood <br />Watch Groups and the National Association of Town <br />Watch in supporting the 21 St Annual National Night Out on <br />August 3,2004. <br />7. Twin Lakes Redevelopment Project: Discussion of Roseville <br />Development and Redevelopment Policies — such as those <br />pertaining to Tax Increment Financing (TIF), the Use of <br />Eminent Domain, Environmental Clean-Up, and Incentives <br />and/or Assistance for Housing, Retail, or Office Projects. <br />Finance Director Chris Miller presented a narrative for Council <br />consideration of various policies related to current <br />redevelopment and financing assistance; and their relationship <br />and impact on the proposed Twin Lakes Redevelopment area. <br />Mr. Miller reviewed general or philosophical policies, as well as <br />financial policy issues for the City Council information and <br />review, to allow them to make an informed decision.
