4.9 The submitted plan set includes a storm water management design that proposes one <br />catch basin in the parking lot and a pipe connection from the roof drain to the proposed <br />storm water management pond. This proposal requires the review and approval of the <br />Grass Lake Water Management Organization and the Public Works Department of the <br />City of Roseville. <br />4.10 Substantial grading of the western half of the parcel will occur to accommodate the <br />parking lot, worship center, and storm water managementpond. Similarto the storm <br />water management plan, the proposed grading will require the review and approval of the <br />Department of Public Works. <br />5.0 REVIEW of CONDITIONAL, USE PERMIT: <br />5.1 Section 1013.01 requires the City to consider the following criteria when reviewing a <br />Conditional Use Permit: <br />a. Impact on traffic <br />b. Impacts on parks, streets and other public facilities <br />c. Compatibility of the site plan, internal circulation, landscaping and structure with <br />contiguous properties <br />d. Impact of the use on market value of contiguous properties <br />e. Impact on the general public health, safety and welfare <br />f. Compatibilitywith the City's Comprehensive Plan <br />5.3 Permitted Uses. The City Planner has reviewed the proposed improvementsto the <br />existing church and concludedthe proposal meets these criteria. Specifically,the <br />construction of a new worship center, expanded lobby and new restrooms are permitted in <br />an R-1 District by issuance of a Conditional Use Permit. <br />5.4 Traffic. Though adding traffic to neighboring streets (Grandview Avenue, Lovell <br />Avenue, and Chatsworth Street, the added traffic will not be a sub stantial increase to that <br />which is currently impacting these streets. Further, the traffic generated by the church is <br />typically off peak and usually on weekends, such as Saturday evenings and Sunday <br />mornings. Traffic counts on such neighborhood streets typically peak at less than 4,� <br />trips per day, most at less than 2,000. This compareswith the 6,300trips on County Road <br />B-2 near Chatsworth. The proposed additions will not create significant additional traffic <br />nor the need for additional public facilities. <br />The City traffic consultant (ShortElliott Hendrickson) completed a review of the Real <br />Life proposal and concluded that the traffic generated by the proposal will be relatively <br />small except for the peak period on Sundays, when traffic on local streets is usually at its <br />lowest daytime volume. However, the consultant did provide comment and direction on <br />solving an interior circulation problem that is supported by the City Staff (please see <br />attached letter). <br />PF3583_RCA_072604 Page 3 of 6 <br />
