4.0 REVIEW af REQUEST: <br />4.1 Real Life Church seeks approval to construct a 8,302 sq. ft., 408 seat, worship center <br />addition on to their existing facility (west and south sides) at 23 53 Chatsworth Street, <br />which improvement also includes a small expansion to the current lobby, additional <br />parking (78 spaces), site grading and drainage, and landscaping. <br />4.2 The Real Life Church has a Comprehensive Land Use Plan designation of "LR", Low <br />Density Residential, is located in Planning District 7, and the property is zoned R-1, <br />Single Family Residence. <br />4.3 Section 1004.015 permits churches within an R-1 District, with an approved <br />Conditional Use Permit and a 30 foot setback from any adjoining residential <br />property line. The proposed additions will setback a minimum of 52 feet from the north <br />property line; 104 feet from the south property line; and 23 6 feet from the west property <br />line. These distances exceed the institutional uses required 30 foot separation and 10 foot <br />required setbacks <br />4.4 The proposed worship center structure has a footprint of roughly 6,650 sq. ft. extending <br />on to the west side of the existing church. The proposal also includes a 550 sq. ft. lobby <br />addition and an 800 sq. ft. restroom addition, both on to the south side of the existing <br />church. The worship center includes a 2,050 sq. ft. basement to be used as storage. <br />4.5 Additional parking is required and will be accommodated through the installation of a <br />new parking lot. The proposed lot will have two access points to Grandview Avenue and <br />accommodate 90 vehicles. A future parking lot expansion for 18 vehicles would create <br />an additional access to Lovell Avenue. The proposed parking lot, to be constructedto the <br />west of the new worship center, would be within 21 feet of the west property line; 10 feet <br />to the north property line, and 75 feet from the south property line. <br />4.6 The proposed building materials include brick, integrally colored concrete masonry block, <br />wood or metal trim and aluminum framed windows. The addition will be designed to <br />blend with the existing structure utilizing compatible materials and colors. The applicant <br />is also pricing textured pre-cast concrete panels. <br />4.7 The structure has a varying height that is generally 31 feet from grade to the top of roof <br />on the west side. <br />4.8 The churchplans do not include a utility plan or informationregarding whether the <br />existing services (sanitary sewer and water) are sized properly to accommodate the <br />addition and new restrooms. The applicantmust provide the Fire Marshall and Public <br />Works Department with the necessary information for them to determine whether resizing <br />of the existing services or additional services are necessary to accommodate the worship <br />center and restroom additions. <br />PF3583_RCA_072604 Page 2 of 6 <br />
