The townhomes on north side of parcel could work with setbackvariances; a <br />walking path around pond from church to armory could be built. <br />He noted the pond has natural hard bottom? What real value does it have? Could <br />water gardens be used? Could it be reshaped? Water terraces may be possible <br />from one pond to the other. Could armory pond be expanded, to reduce need for <br />Guptil pond? <br />He recommended involving the neighborhood in design and uses (rental or own) <br />and suggested 55+ senior housing is likely proposal. <br />* The Guptil site could be a catalyst for redevelopment of entire neighborhood, including <br />the armory site. <br />Regarding design; make edges look like single family, make it look residential rather <br />than St. Paul; do not dominatethe site, build into the quality and conte� of the <br />neighborhood; look at other lots or sites that could also be developed/redeveloped such as <br />those on Elmer. New housing could be an asset to church, armory and surrounding <br />neighbors <br />Meeting 4. <br />A final task force meeting was held on March 30, 2004 to review the draft plan. (Thanksto Galilee for <br />hosting the meeting.) <br />Cathy provided a summary of the draft master plan and suggested future land use scenarios. <br />Cathy indicated that the plan was a draft and the reason for the meeting was to gain feedback <br />from the neighborhood task force. <br />Participant Comments regarding the draft plan and suggested future land uses and <br />proposed phasing for implementation <br />Guntil Site Develonm ent — Phase I <br />Encourages senior housing, not apartments — there are already many apartments and are <br />concerned regarding a large impact on the school district <br />The school district should have an opportunity to comment on the future land uses and <br />the master plan. <br />Final Version 26 July 26,2004 <br />
