� Would like the city to evaluate the use of the building as a regional civic center — senior <br />mentoring, place for children to congregate, meeting spaces. <br />� Would like to see more formal use of the west pond as a hockey rink — is being used now <br />by neighborhood children in the winter. <br />� Would like to see a ballfield preserved on the armory site, ballfield is very porous. <br />21. RedevelopmentConclusions and Benefits <br />There is benefit to the community to partner with the Church and the Armory as part of the <br />development of 185 N. McCarrons Blvd. to provide minimal impervious surface with shared <br />parking arrangements, to provide new housing for the neighborhood residents and church - <br />members, to provide more community access and use of the Armory facilities and to provide <br />j oint storm water management of the parcels to maximize development and provide the best <br />possible stormwater capacity and quality of the water runoff. <br />There is general consensus that high density developmentin the most appropriate reuse of the <br />south side of 185 N. McCarrons Blvd with a median density townhomes for the north side of the <br />site. The HRA in partnership with the Planning Commission and City Council will encourage <br />Mr. Guptil to develop based upon his proposed development schedule or sell for development if <br />it is not feasible to accomplish an acceptable development within that timeframe. <br />The short and long term uses in the area should be neighborhood oriented and provide public <br />access to the lake, park, trail systems and service as parcels redevelop. In addition, design <br />standards should be developed for redevelopment of Rice Street parcels to provide quality <br />communityimage and quality building materials and architectural significance. <br />The faith-based community can provide additional support for the neighborhood by hosting and <br />encouraging additional housing assistance and social services. More formalized programs could <br />be developed with the assistance of the Galilee Lutheran Church. <br />The City should consider the use of the Armory site for more neighborhood based community <br />center use. In the short term, additional partnership efforts should be pursued for use of the site. <br />In the future when the site is no longer needed by the National Guard, the site should be <br />considered for purchase by the City as a community asset for the east side of Roseville. <br />22. Next Steps <br />The plan is to be adopted by the Housing & Redevelopment Authority with the recommendation <br />that it be incorporated into the City's ComprehensivePlan. <br />The Planning Commission will hold a public hearing to consider accepting the plan are part of <br />the Comprehensive Plan with City Council to provide final adoption of the plan. <br />The plan is forwarded to the Metropolitan Council for review and comment. <br />Final Version 28 July 26, 2004 <br />
