City Council Study Session — 07/19/04 <br />DRAFT Minutes - Page 2 <br />Councilmember Schroeder opined that a time frame for public <br />comment should be established by the Chair, and comments from <br />the City Council be for clarification purposes only on the <br />material presented tonight, and not to establish their personal <br />positions or for platform statements at tonight's meeting. <br />Mayor Klausing opined that it may be difficult to ascertain <br />between comment and questions by Councilmembers, but <br />encouraged everyone to be sensitive to the time in order to <br />receive sufficient responses from presenters. <br />Councilmember Ihlan further opined that it wouldn't be <br />appropriate to limit public or Council comment thereby creating <br />different rules related to Twin Lakes versus other city-wide <br />issues; behooving the Council to arrange agenda scheduling <br />more efficiently. <br />Mayor Klausing reiterated the need for the City Council to <br />receive the background information provided by staff and <br />consultants, but to stay focused on the purpose of tonight's <br />meeting. <br />Councilmember Schroeder requested that the Council should <br />attempt to follow the time frame outlined on the agenda, in an <br />effort to conclude City business by 10:00 p.m. <br />Councilmember Kough opined that if residents were at tonight's <br />meeting to make public comment, the City Council should allow <br />them time to do so. <br />There were no further comments regarding tonight's agenda, <br />with the exception of removal of Item 4.c from the Consent <br />Agenda. <br />2.
