5.5 In July of 2000, Family Academy received an Interim Use Permit to place a 72 foot by 126 foot (9,124 sq. ft.) modular classroom building in the parking lot east of the church/schooL In October of 2001, the modular classroom was modified to a 12 foot by 56 foot modular office located adjacent (east) of the schooUchurch. In June 2002, Family Academy received approval of a 56 footby 72 foot (4,032) temporary classroom facility south of the school. 5.6 Advent Lutheran Church has an approximate sanctuary seating capacity of 500 seats. The size of the assembly area requirement 143 on-site parking spaces. The existing parking lots provide approximately200 off-streetparking spaces, which is adequate to serve both the church and school.. 5.7 The proposed interim use of the property for temporary classrooms will have a minimal impact on on-site parking (increased demand for teachers and parents) and traffic in the area, since the activity will take place during off-peak hours. 5.8 The inclusion of an additional temporary modular classroom facility on the premises will not adversely impact the public health, safety and general welfare of the surrounding properties. 5.9 Temporary classroom and office facilities are currently on the premises and have functioned well for the past two years. 5.10 The proposed modular structure has wood lap siding, two entrances, and windows on each side and HVAC units built in to the structure. 5.11 The proposed modular structure (56 feetby 82 feet — 4,620 sq. ft.) will be placed on the site in a manner to address proper electrical and utility connections. Initially, sanitary sewer and water connection will not be required, due to the two additional restrooms provided with the four classroom facility (two more than required). However, should the studentpopulation of new (2005) studentsincrease over 50, the City will require that sanitary sewer and water must be provided to the "new" modular classroom. 5.12 Ramps will be provided to the entrance to meet ADA requirements. 6.0 STAFF FINDINGS: 6.1 The proposed interim use of the property for a temporary classroom will not have an adverse impact on the market value of contiguous properties and has been done in the past at both North Heights and Roseville High School. 6.2 The proposed interim use of the property for temporary classrooms will not have an impact on parks, streets and other public facilities. Currently, the "new" modular classroom will be allowed to use the facilities within Advent Lutheran Church and those within the existing four classroom facility.
