5.5 In July of 2000, Family Academy received an Interim Use Permit to place a 72 foot by <br />126 foot (9,124 sq. ft.) modular classroom building in the parking lot east of the <br />church/schooL In October of 2001, the modular classroom was modified to a 12 foot by <br />56 foot modular office located adjacent (east) of the schooUchurch. In June 2002, Family <br />Academy received approval of a 56 footby 72 foot (4,032) temporary classroom facility <br />south of the school. <br />5.6 Advent Lutheran Church has an approximate sanctuary seating capacity of 500 seats. The <br />size of the assembly area requirement 143 on-site parking spaces. The existing parking <br />lots provide approximately200 off-streetparking spaces, which is adequate to serve both <br />the church and school.. <br />5.7 The proposed interim use of the property for temporary classrooms will have a minimal <br />impact on on-site parking (increased demand for teachers and parents) and traffic in the <br />area, since the activity will take place during off-peak hours. <br />5.8 The inclusion of an additional temporary modular classroom facility on the premises will <br />not adversely impact the public health, safety and general welfare of the surrounding <br />properties. <br />5.9 Temporary classroom and office facilities are currently on the premises and have <br />functioned well for the past two years. <br />5.10 The proposed modular structure has wood lap siding, two entrances, and windows on <br />each side and HVAC units built in to the structure. <br />5.11 The proposed modular structure (56 feetby 82 feet — 4,620 sq. ft.) will be placed on the <br />site in a manner to address proper electrical and utility connections. Initially, sanitary <br />sewer and water connection will not be required, due to the two additional restrooms <br />provided with the four classroom facility (two more than required). However, should the <br />studentpopulation of new (2005) studentsincrease over 50, the City will require that <br />sanitary sewer and water must be provided to the "new" modular classroom. <br />5.12 Ramps will be provided to the entrance to meet ADA requirements. <br />6.0 STAFF FINDINGS: <br />6.1 The proposed interim use of the property for a temporary classroom will not have an <br />adverse impact on the market value of contiguous properties and has been done in the <br />past at both North Heights and Roseville High School. <br />6.2 The proposed interim use of the property for temporary classrooms will not have an <br />impact on parks, streets and other public facilities. Currently, the "new" modular <br />classroom will be allowed to use the facilities within Advent Lutheran Church and those <br />within the existing four classroom facility.
