6.3 The proposed interim use of the property for a temporary classroom will not have an <br />adverse impact on the general public health, safety and welfare. <br />6.4 The proposed interim use of the property for a temporary classroom (school) is consistent <br />with the Roseville ComprehensivePlan and Zoning Ordinance. Said interim use also <br />meets all setbacksrequired in the R-1, SingleFamily Residence District and is consistent <br />with the City's interim use standards. <br />6.5 The Charter School's hours of operation will be from 8:00 a.m. to 6:00 p.m. Monday <br />through Friday, but director Anne Hennessy stated classroom hours would be 8:30 a.m. to <br />2:30 p.m. <br />7.0 STAFF RECOMMENDATION <br />7.1 Based on the information provided in this proj ect report, staff recommends approval of <br />the INTERINI USE PERMIT allowing an additional temporary modular classroom <br />facility east of the existing classroom facility and south of the east parking lot, and a one <br />year extension for property at 3000 Hamline Avenue, subj ectto 10 conditions: <br />8.0 PLANNING COMMISSIONACTION: <br />On July 7,2004, the Roseville Planning Commission held the public hearing regarding the <br />Family Academy Interim Use Permit. At the meeting two citizens were present to address the <br />Commission (the first citizen asked what grades were taught (preschool —���� and the other <br />citizen asked how long is temporary and indicated a traffic concern on Josephine Road. <br />The Commission also indicated a concern over extending the interim use permit past the <br />additional year sought and that at some point the temporary classroom use must end. <br />The Planning Commission voted (6-0) to recommend approval of an expanded and renewed <br />INTERIM USE PERMIT, based on the comments of Section 5, findings of Section 6, and the <br />conditions indicated in Section 7(as modified by the Commission) of the proj ect report dated <br />July 7, 2004. <br />9.0 SUGGESTED CITY COUNCIL ACTION: <br />ADOPT A RESOLUTION APPROVING AN EXPANDED & RENEWED INTERIM USE <br />PERMIT for Family Academy at Advent Lutheran Church, 3000 Hamline Avenue, based on the <br />comments in Section 5 and the findings in Section 6 of the proj ect report dated July 26,2004, <br />and subj ect to the following conditions: <br />a. The interim use permit being limited to a period not to exceed one year (12 <br />months) from September24, 200�4 to September24,2005.
