Extract of Draft Minutes, Planning Commission Meeting of July 7,2004: <br />2 <br />3 d. Planning File 3580: Request by Richard Simpson for an Interim Use <br />4 Permit to allow general leasing and auto sales at 2660 Cleveland Avenue, <br />5 within the Twin Lakes Redevelopment Area. <br />6 <br />7 Chair Mulder opened the hearing and requested Community Development Director <br />8 Welsch to present the verbal summary of the staff report dated July 7,2004. <br />9 <br />10 Mr. Welsch indicated that Richard Simpson, dba Simpson Auto Leasing and Sa1es, is a <br />11 dealer licensed to rent, lease, and sell vehicles. He has operated under a Conditional Use <br />12 Permit (CUP), in the Hamline Shopping Center, within the detached office building on <br />13 the site. He is relocating to an 1-2 zone where such uses are permitted with a CUP, due to <br />14 the change in uses on the Shopping Center site to residences <br />15 <br />16 Mr. Simpson advised that there would be no vehicle display (vehicleswill be kept in their <br />17 current location behind the building); that additional signage is necessary and a permit <br />18 will be applied for; that hours would be limited from 8:00 a.m. to 6.00 p.m. Monday <br />19 through Friday and 9:00 a.m. to 2:00 p.m, Saturday; and that the Interim Use Permit be <br />20 administratively reviewed annually with no renewal beyond 3 years. <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />35 <br />36 <br />37 <br />Dennis Welsch explained the reasons for attemptingto keep the vehicles overnightwithin <br />the building showroom (easily accessible vandalism). <br />Member Pust asked for information about hours of operation — no Sundays, why? (State <br />Law) <br />Chair Mulder asked if the operation has already begun. (few vehicles on site for two <br />months) <br />Mr. Simpson noted that Roseville Properties has alerted him that his sales/leasing use is <br />short term for 2-3 years. He explained the business. <br />There were no further comments form the public. <br />Chair Mulder closed the hearing. <br />3 8 Motion: Member Traynor moved, seconded by Member Bakeman, to recommend <br />39 approval of a three year Interim Use Permit in accordance with Section 1012,06A and B <br />40 of the Roseville City Code for property located at 2660 Cleveland Avenue (Simpson <br />41 Auto Leasing and Sa1es) subject to the following conditions: <br />42 <br />43 a. The Interim Use Permit be for a ma�mum of three years, terminating on <br />44 June 3 0,2007, with an annual review by the Community Development <br />45 Department. <br />46 <br />
