(700 to <br />1,240 deaths in Minnesota) franIschemic heart disease related to ETS {U.S. Department <br />of Health and H�azi Services; Health Effects of Exposure to Environmental Tobacco <br />S�oke,1999); and <br />WHEREAS , each year 9,700 to 18,600 low birth weight babies bom i n the U,S, �(19U to <br />370 in Minttesota) ato causally relatedto ETS (U. Irritants also cause 700,000 cases annually of middle � <br />infections in children in rhe U.S (14,000 in MN) (U.S. Department of Healch and Human <br />�arvzces; Health Effects of Exposure to Environmental Tobacco Smoke,1999); and <br />WHEREAS , The effects of tobacco smoke are well documented, and rn.mnerous medical <br />and scientific authorities, including tlle American Medieal Association, the Surgeon <br />General, the National Institute on Oeeupationa.l Safety and Health, the National Canc er <br />In.stituCe, theEnvironmont:al protection Ageney, thc Na�ion�4 Academy of Sciences, the <br />National Toxieology Program and the World Health Organization have recognized � <br />deadly effects of exposure to secondhand smoke. 'i'n� proposed Prmmework Convention on <br />Tobacco Control, a global treaty negotiated by � than 190 countries, declares that <br />"scientificevidenee has unequivocallyestablishedthat exposure to tobaeeo smoke causes <br />death, disease and disability."' <br />WHEREAS, ETS rapidly diffuscs throughout a room. Using indoor air quality standards, <br />ventilation rates would have to be increased more than a thousand-foldto reduoo cancer <br />risk associated with ETS.
