City Council Regular Meeting — 08/09/04 <br />DRAFT Minutes - Page 10 <br />those gap strategies that the Council was prepared to endorse. <br />Councilmember Ihlan opined her preference for notifying the <br />entire City of a Public Hearing, through media or mailing <br />sources. <br />Councilmember Kough concurred with Councilmember Ihlan. <br />Mayor Klausing ruled that reports would be received at this time. <br />Community Development Director Dennis Welsch addressed <br />those items that staff and the developer were prepared to present <br />at tonight's meeting: <br />1) Twin Lakes Redevelopment Land Use Plan and whether <br />the Comprehensive Plan or Master Plan needed to be <br />amended, which would be addressed by City Attorney <br />Scott Anderson. <br />2) Environmental Clean-up Requirements and <br />correspondence received earlier today from the Minnesota <br />Pollution Control Agency (MPCA): <br />3) Traffic projection updates, which would be addressed by <br />Steve Wilson of SRF; and <br />4) Can an "all housing" option be accomplished from a <br />planning perspective, which would be addressed by <br />Rottlund Vice President Michael Noonan. <br />Mr. Welsch noted that staff and the developer were ready to <br />proceed to a more detailed financial projection, but that could not <br />be accomplished until a refined Master Plan was approved by the <br />City Council. <br />A. UPDATES <br />6.a Legal Voting Requirements <br />City Attorney Anderson provided, via bench handout, a <br />formal legal opinion dated August 9, 2004 and addressing <br />two questions: <br />1) By changing a supplement such as the site-specific <br />Master Plan, is the City actually changing the <br />Comprehensive Plan? and <br />2) Is there a difference between the Council vote <br />necessary for an amendment to the Comprehensive <br />UPDATES <br />Legal Voting <br />Requirements <br />
