] Many Roseville residents choose to stay in multifamily housing in Roseville even as their
family size and housing needs change over time. In addition to the broad range of
housing options aailable, residents are drawn by the abundance of churches and strong
4 faith communities, the safety of the city, the nearness to acclaimed medical facilities, and
5 in some cases the promity to children and grandchildren living within the communityor
6 in second- and third-ring suburbs. It's easy to get around in Roseville. People discover
Roseville and become rather attached to it; it's known as a place to put down roots.

t
li
1
13
L
L
:

S

i 4.r
]

3

2
6
7
?

3L
3
3.3
34
i
3
37
Roseville's seniors have great housing options.
Many residents who chose Roseville as the place to rear their children and pursue careers
then stay to spend their retirementhere. There are numerous aspects of Roseville that
attract seniors. Roseville's seniors fmd a variety of attractive housing options open to
them. They appreciate safe communities with affordable housing that is conveniently
located. They enjoy the city's great park system as well as the pronity to both St. Paul
and Minneapolis.
Roseville benefits by haing seniors living in its multifamilyhousing, both in general
occupancy apartments and in senior-designated complexes. Seniors bring many assets to
the community; they often volunteerin the schools and in social service agencies, they
serve as election judges, they provide "eyes on the street" and call the police if anything
is amiss in the parks or on the streets, keeping the community safe. They provide social
stability as well as the collective memory of the community. They establish the character
of the city and bring a sense of place to Roseville.
Multifamilyprovides a choice for all people.
In short, as people go through life their housing needs inevitably change from stage to
stage. For some households, multifamilyhousing is what they will always choose as their
residence. For others, owning and renting are phases in their lives, as are times to live in
single-familyhomes for some households. Families experiencebirths, deaths, layoffs,
pay raises, mamages and divorces, disability and other circumstancesboth planned out
and unforeseen. As families enter new phases, their housing needs may change, and they
may seek other residential options. Ideally they can fmd a variety of options within the
community where they already live and hae established their personal network People
choose to live in a communitybecause the combinationof amenities suits theirneeds,
such as good schools, easy access to jobs, shopping, entertainment, recreation, park
space, and neighbors they like. They choose a place that feels like home.
38 Roseville must anticipate the city's changing housing needs.
34 A strong and stable community anticipates the needs of its residents and ensures that a
Q balanced mix of housing options can accommodate its current and future residents as they
1 age, marry and divorce, grow in prosperity and become more modest in their spending.
All of these individual events are constantly occurring throughout a community, and the
3 city's policymakers are responsible for shaping the framework for growth and a balanced
41 community.
l5
MiJI,TIFAMILYHOUSINGREPORTFORROSEVILLE -DRAFT 8/16/04 FG4
