City Council Regular Meeting — 08/09/04 <br />DRAFT Minutes - Page 15 <br />• I would not support the use of any City funds as <br />loans to the project, with the idea that these loans <br />would be repaid from the inflationary increase <br />occurring in future years. <br />• I would support the obtaining of Environmental <br />Remediation grants. <br />With that said, I still believe the design needs <br />improvement, there is not sense of place and the <br />pedestrian-friendly component is not strong enough. I <br />would also like to see a housing component with many <br />housin� choices. with ran�es of housin� tvnes and nrices. <br />(End of Councilmember Maschka written comments.) <br />Councilmember Maschka opined that his suggestions <br />would put the risk where it should be, and that history had <br />proven that TIF' could be an extremely successful took. <br />Councilmember Maschka concluded his comments by <br />opining that if the developers couldn't make to project <br />work under this scenario, the City would need to wait for a <br />different proposal. <br />Mayor Klausing opined his observations of several <br />previous Council comments related to whether the City <br />should subsidize a retail project; the size of the acreage and <br />proposed project related to the viability of the project; the <br />existing ground pollution and blighted area under <br />consideration for redevelopment; the need for additional <br />housing in the City; the project's ability to provide that <br />housing, incorporated with the office/retail component; and <br />the various strategies proposed to narrow the financial gap. <br />Mayor Klausing opined his support of further examination <br />of the potentials of the proposed project. <br />Mayor Klausing concurred with the majority of <br />Councilmember Maschka's comments and various <br />distinctions he made. Mayor Klausing further opined that <br />the area being redeveloped impacted the overall city, not <br />just a portion, and that needed to be taken into <br />consideration as to impact, benefits and the short and long- <br />
