With that said, I still believe the design needs improvement, there is not sense of place and the pedestrian-friendly component is not strong enough. Councilmember Maschka opined that his suggestions would put the risk where it should be, and that history had proven that TIF' could be an extremely successful took. Councilmember Maschka concluded his comments by opining that if the developers couldn't make to project work under this scenario, the City would need to wait for a different proposal. Mayor Klausing opined his observations of several previous Council comments related to whether the City should subsidize a retail project; the size of the acreage and proposed project related to the viability of the project; the existing ground pollution and blighted area under consideration for redevelopment; the need for additional housing in the City; the project's ability to provide that housing, incorporated with the office/retail component; and the various strategies proposed to narrow the financial gap. Mayor Klausing opined his support of further examination of the potentials of the proposed project.
