City Council Regular Meeting — 08/09/04 DRAFT Minutes - Page 16 term community health. Mayor Klausing opined his concurrence with similar uses linked to TIF pay-as-you go; not supportive of G.O. Bonds or spreading fiscal disparities outside the District; no support of subsidizing retail development, but given economic realities and market forces, recognized the need for the City to make some concessions to the Master Developer to achieve the City's goals for additional housing as concluded by the Twin Lakes Advisory Stakeholder's Panel. Mayor Klausing concluded by concurring with Councilmember Maschka's overall strategy suggestions to shift the gap responsibilities within the District. Councilmember Ihlan opined her opposition to the use of any type of public monies as appropriate financing tools for this private project without hearing the point of view of the community and its taxpayers. Councilmember Ihlan opined that that Council's focus should not be on whether we can make the project proceed, but whether the project costs served to benefit the community. Councilmember Ihlan cautioned review of the City's financial condition and current discussions on cuts in staff and/or services to correct the loss of state aid ramifications; and how the City's entire budget reflected with the size of this one project and requested financing. Councilmember Ihlan concluded her comments by opining that the City should not proceed until strategic planning for the future budget was completed; and reiterated her preference for a public hearing immediately. Jim Casserly, the City's financial consultant, reviewed public hearing requirements for TIF Districts and plans. Mayor Klausing noted that in order to achieve the housing component and to remediate blighted properties, other less- desirable components needed to be included in the proposaL Mayor Klausing noted that he had initially expressed opposition to the original proposal.
