Bonds <br />or spreading fiscal disparities outside the District; no <br />support of subsidizing retail development, but given <br />economic realities and market forces, recognized the need <br />for the City to make some concessions to the Master <br />Developer to achieve the City's goals for additional <br />housing as concluded by the Twin Lakes Advisory <br />Stakeholder's Panel. Mayor Klausing concluded by <br />concurring with Councilmember Maschka's overall <br />strategy suggestions to shift the gap responsibilities within <br />the District. <br />Councilmember Ihlan opined her opposition to the use of <br />any type of public monies as appropriate financing tools for <br />this private project without hearing the point of view of the <br />community and its taxpayers. Councilmember Ihlan <br />opined that that Council's focus should not be on whether <br />we can make the project proceed, but whether the project <br />costs served to benefit the community. Councilmember <br />Ihlan cautioned review of the City's financial condition and <br />current discussions on cuts in staff and/or services to <br />correct the loss of state aid ramifications; and how the <br />City's entire budget reflected with the size of this one <br />project and requested financing. Councilmember Ihlan <br />concluded her comments by opining that the City should <br />not proceed until strategic planning for the future budget <br />was completed; and reiterated her preference for a public <br />hearing immediately. <br />Jim Casserly, the City's financial consultant, reviewed <br />public hearing requirements for TIF Districts and plans. <br />Mayor Klausing noted that in order to achieve the housing <br />component and to remediate blighted properties, other less- <br />desirable components needed to be included in the <br />proposaL Mayor Klausing noted that he had initially <br />expressed opposition to the original proposal. <br />
