City Council Regular Meeting — 08/09/04 <br />DRAFT Minutes - Page 2 <br />Public Comment about City Issues Public Comment <br />Mayor Klausing called for public comment by members of the about City Issues <br />audience on any non-agenda items. <br />A. A1 Sands, 2612 Aldine <br />Mr. Sands opined that that City Council needed to realign <br />its priorities and concentrate on the 2005 Budget. Mr. <br />Sands voices his opposition to proposed budget <br />recommendations that included a street light utility fee; and <br />franchise fees on electric and gas utilities, opining they <br />would only shift other sources of revenue, rather than <br />increasing property taxes. Mr. Sands spoke in support of a <br />tax levy increase, if necessary, in order to maintain the <br />current level of City services. <br />B. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn commended on Council comments made <br />during a previous meeting discussion regarding the City's <br />Housing and Redevelopment Authority (HRA); as well as <br />Council comments about not being informed of HRA <br />actions related to Eminent Domain procedures at 2012 <br />Eldridge Avenue and the McCarron's neighborhood <br />renovation. Mr. Kysylyczyn provided a historical <br />perspective on the creation and structure of the HRA <br />Board; and requested that the City Council make a formal <br />apology to staff and members of the HRA Board. <br />C. Councilmember Amy Ihlan <br />Ms. Ihlan alerted residents to the scheduled attendance of <br />Ramsey County Commissioner Jan Weissner at the <br />Roseville City Council meeting of August 16, 2004 to <br />receive public input regarding a county-wide smoke-free <br />ordinance. Ms. Ihlan requested the public's input in <br />writing or in person at that meeting to be heard on this <br />issue from an overall county consideration, as well as more <br />local consideration in the City of Roseville. <br />D. Councilmember Greg Schroeder <br />Mr. Schroeder spoke to his concern in recent letters by <br />Councilmember Ihlan and Councilmember Kough <br />published in "Letters to the Editor" that indicated their <br />
