. The inplace intersection of Snelling Avenue and County Road B is currently operating at <br />Level of Service (LOS) "F" in the PM peak hour. This is characterizedby long queues <br />for the Snelling mainline, the County Road B through movements and for several of the <br />turn movements at the intersections. On some signal cycles, the queues do not clear <br />within that cycle. At the present time Mn/DOT has plans to upgrade this intersection, <br />when funding is available, to add an additional north-south through lane in each <br />direction. The addition of a third through lane is the most beneficialtraffic enhancement <br />that could be made to improve the service level at this intersection. <br />• The unsignalized intersection 350 feet east of Snelling that serves all-way movements to <br />both Target and the HarMar mall operates at LOS "F" in the PM peak hour. Vehicles <br />leaving Target or HarMar and wishing to turn left or cross County Road B have severe <br />difficulty making these movements and experience significant delay while waiting for a <br />gap in traffic. <br />• All of the other unsignalized intersections in the study area exhibit acceptable levels of <br />service in the peak hours under existing conditions. <br />CHANGES TO ROADWAY NETWORK <br />The study area will undergo many roadway changes to support the developmentofthenew <br />SuperTarget. A median is planned to be constructed on County Road B between Snelling <br />Avenue and State Farm Road. This median will close off existing crossings, thereby reducing <br />traffic conflicts, improving traffic safety and improving traffic operations. The praposed median <br />closure will also shift some traffic movements to other locations. Traffic that can no longer cross <br />or turn left ontoloff of County Road B will be expected to shift to the inplace County Road <br />B/State Farm Road intersection. This intersection is signalized with protected pernnissive ]�f� <br />turn phases along County Road B. Turning and crossing traffic will increase at this intersection <br />due to the shifted traffic and the additional traffic generated by the redevelopment. <br />TRAFFIC FORECAST METHODOLOGY AND ASSIGNMENT <br />The traffic forecasts for the redevelopment were produced in a four-part process. 'I'he first step <br />was to adjust the current counts to reflect the proposed roadway and access modifi�ations. The <br />second step was to determine the incrementof new traffic expected to be generafied.by the <br />change from the existing Target to the new SuperTarget, together with the opening of the new <br />restaurant and retail uses. The next step in the process was to determine the direction of <br />approach for new trips, and, finally, the new traffic was assigned to the roadway network to <br />develop the total volumes to be used for the site analysis. <br />Adjusted Traffic Volumes <br />The December 2003, traffic counts were adjusted to account for the modified roadway geometry. <br />This was accomplished by reassigning any current left turn or crossing through movements to the <br />location it would shift to when the median is fully extended from Snelling to State Farm Road. <br />The results of this volume adjustment for the AM and PM turning movement counts are shown <br />on Appendix Figure A-2. These adjusted volumes become the base volumes to be �used in the <br />determination of the fully-developed (with SuperTarget) volumes. The fully-developed volumes <br />Page 2 <br />
